Spain Broadens Access for Assistance dogs Nationwide

Peopel in Spain who rely on assistance dogs will now have access to all public and private spaces, following a government decree. The new rule, championed by the Ministry of Social Rights, ensures that individuals with disabilities and their support animals can enter establishments ranging from supermarkets to swimming pools.
Pablo Bustinduy, Minister of Social Rights, Consumption and Agenda 2030, said the updated regulations address shortcomings in previous laws. “It only considered visual disability; now it extends to all types of disability,” Bustinduy said.
The expanded definition of disability now includes those with autism spectrum disorder, conditions causing sensory disconnection, hearing impairment, deafness, blindness, and physical disabilities requiring support.Women who are victims of gender and sexual violence are also covered.
The assistance dogs must wear identification tags to gain entry to educational, cultural, sports, and health centers, with the exception of operating rooms or areas demanding strict hygiene. Retail stores, tourist accommodations, museums, theaters, beaches, and recreational areas are also included, though dogs are not permitted to enter the water in swimming pools or water parks.
The Ministry of Social Rights also stated that women who are victims of gender and sexual violence can bring assistance dogs to shelters and care centers.
The decree also protects the welfare of the assistance dogs, guaranteeing their right to retire at age 10. The regulations mandate that training for these animals must be provided by accredited professionals specializing in socialisation.
