A recent State Department Substack post has ignited controversy with its accusations that European governments are engaged in an “aggressive campaign against Western civilization.” The post, titled “The Need for Civilizational Allies in Europe,” was authored by Samuel Samson.
Samson,a senior adviser for the Bureau for Democracy,Human Rights,and Labor,contends that Western nations are abandoning their heritage and democracy in favor of a repressive liberalism. He argues this threatens the core values of their own civilization.
“The global liberal project is not enabling the flourishing of democracy,” Samson wrote. “Rather, it is trampling democracy, and Western heritage along with it, in the name of a decadent governing class afraid of its own people.”
Samson further asserts that criminal investigations into far-right factions in Germany and france are politically motivated. He also criticizes free speech laws in Britain while seemingly overlooking authoritarianism in Hungary. His intellectual history of the Declaration of Independence replaces Enlightenment influences with Aristotle and Saint Thomas Aquinas.

Samson, a 2021 college graduate, previously worked as director of strategic partnerships for American Moment, a right-wing organization focused on placing Trump-aligned young people in junior staff positions. His writings suggest a strategy to infiltrate the U.S. government with opponents of philosophical liberalism.
In a 2021 essay, Samson described this strategy as “the infiltration of liberalism’s powerful institutions by right-wing post-liberal agents.” He viewed American Moment as an organization dedicated to turning this idea into “tangible action.”
