The Strait of Hormuz remained effectively closed despite Iran’s declaration that it was open, maritime freight and oil analysts told CNBC, as ships attempting to transit the waterway turned back after encountering unresolved conditions for safe passage.

Iran’s Foreign Minister Abbas Araghchi declared the strait “completely open” for commercial vessels for the remainder of the Israel-Lebanon ceasefire period, stating ships would need to use a coordinated route around Larak Island. However, Iranian media aligned with the Revolutionary Guard issued conditions for safe passage that mirrored previous restrictions, creating confusion among shipping operators.

Video footage from ship tracking firm Kpler showed multiple tankers and cargo ships attempting to exit the strait via Iran’s designated route but turning back shortly after departure. Matt Smith, director of commodity research at Kpler, stated the vessels “clearly not been given approval to pass through,” indicating the declared opening did not translate into operational access.

The discrepancy between Iran’s announcement and actual transit conditions contributed to market volatility, with oil prices declining sharply on the news. West Texas Intermediate crude settled down 12% at $83.85 per barrel, while Brent crude futures finished the day down 9%, as traders initially interpreted the announcement as a potential easing of global energy supply disruptions.

President Donald Trump acknowledged Iran’s declaration but maintained that the U.S. Blockade of Iranian ports would “remain in full force” until a peace deal is reached, adding to the uncertainty surrounding maritime access. Iran warned it would take “necessary measures” if the blockade is not lifted, further complicating the situation for commercial shipping.

Analysts noted that the oil disruption would likely worsen each day the strait remains effectively closed, given its role as a critical chokepoint for approximately 20% of global oil supply. Shipping companies continued to express caution, citing outstanding questions about the safety and legitimacy of transit under the current conditions.

The Israel-Lebanon ceasefire, which Iran cited as the basis for its declaration, appeared to be holding at the time, with civilians returning to southern Lebanon despite ongoing tensions. However, the linkage between the ceasefire and Hormuz access did not result in unimpeded commercial vessel movement through the strait.
