Crime in Switzerland: How Minors Are Embedded in Drug Trafficking

An Important Network Dismantled in Valais

Law enforcement in Switzerland has disrupted an extensive drug trafficking network operating in the Valais region, revealing a disturbing trend: a significant number of the network’s members were minors, many from a disadvantaged district in Sierre.

The city Aldrin, west of Sierre, was the cradle of a network of traffickers for three years.

This investigation sheds light on a global phenomenon where young people are increasingly drawn into drug trafficking. Patrick Tissières, the head of the drug unit for the Cantonal Police Valaisanne, commented, “We notice a more increased presence of young people in drug trafficking, mainly in cannabic products, while this phenomenon was almost nonexistent five years ago.”

A Noteworthy Operation: “Cité Aldrin”

Known as the “Cité Aldrin” operation, this network operated for three years in Sierre, successfully selling substantial quantities of cannabis and cocaine. The loot, valued at over $4.4 million, was garnered through physical abuse, threats, blackmail, and extortion. The network consisted of 40% Swiss citizens and 60% foreigners who were all operating locally.

Chief Tissières highlighted a particularly alarming aspect of the case: “A third of the thirty traffickers arrested are minors.” This includes a 13-year-old recruit, demonstrating the urgent need to address the recruitment of young people into these illegal activities.

Receding Local Involvement and Localized Threat

While the entities involved in the network were largely localized in Sierre, there is a risk of external involvement in the future. Should the network begin recruiting from outside the community, it could lead to a new dimension of criminality. Such scenarios have already been observed in Swiss suburbs, paralleling the violent gang culture seen in French suburbs. According to Stéphane Quéré, a criminologist at Paris II University, “This Sierre criminal band has the same structure as a gang of French suburbs. [European gang violence is not limited to big cities, it is found in small towns or even in rural areas, observes the expert. Sierre has about 16,000 inhabitants].

Impact on Communities and Societal Concerns

The Sierrois district, characterized by four towering old residential buildings, pulsates with signs of economic struggle and edginess. Residents express fear and insecurity, with incidents of theft and vandalism being common.

The presence of drug trafficking networks like the one in Cité Aldrin exacerbates the atmosphere of fear and violence. Nicole, a nurse who regularly visits the district, shared, “It’s a difficult neighborhood, I don’t come at night and I still close my car because there are medicines inside.” Her reflections reveal the pervasive climate of mistrust.

The chronic sense of danger extends to interactions within the community. Take, for example, Jacques, a man with limited mobility who had his electric wheelchair stolen and recently faced an overnight burglary where individuals stole food and money. Jacques, reflecting his resilience, noted, “It’s already good to have a roof over your head.”

A Sense of Impunity and the Role of Adults

The recruitment of minors into drug networks is driven by several factors, including perceived impunity. Patrick Tissières explains, “Below 15 years, the threat of preventive detention in a closed educational center becomes obsolete. And depending on age, the punishment can be limited to a few hours of library reading.” This leniency can foster a culture of impunity, especially as minors are deemed malleable and easier to exploit.

The escalation in drug-related offenses among minors is alarming. patrol statically reports of such incidents have surged, highlighting an urgent need for more stringent measures to deter young people from getting embedded in these criminal activities. Despite the presence of laws and surveillance, the increasing prevalence of such activities suggests a gap in preventative mechanisms.

The Reality of Organized Crime and Potential Developments

The situation in Switzerland is part of a broader European context where record quantities of cocaine and cannabis from Latin America are flooding the continent, bringing unprecedented violence. According to Alain Ribaux, Councilor of Neuchâtel State and co-president of the Conference of Cantonal Directors of Justice and Police, “We record the first signs that the situation of drug trafficking in Switzerland becomes more aggressive.”

French networks, known for their aggressive tactics, have already infiltrated Switzerland, particularly in cantons such as Valais and Zurich, These foreign criminal organizations have been active and violent, a trend akin to the increasing escalation of gang violence in major American cities like Chicago and Los Angeles.

Consequently, localized drug networks could push for more violent tactics to solidify their dominance, mirroring the increasingly aggressive methods seen in French strikes, where rival gangs used weapons and drugs to assert control, as observed in La Chaux-de-Fonds and Bienne four years ago. Such violence often goes unnoticed but has far-reaching implications.

This comprehensive overview underscores the evolving nature of drug trafficking and its profound impact on communities and young individuals. Law enforcement efforts, preventive measures, and societal interventions are crucial in mitigating this escalating threat.
