(Central News Agency reporters Zeng Zhiyi and Liu Qianling, Taipei, 22nd) The Ministry of Economic Affairs’ Electricity Price Review Conference decided that the average electricity price will increase by about 11% starting in April. Taipower said that its electricity bill revenue is expected to increase by NT$62.8 billion, but it will still lose more than NT$10 billion by the end of the year, and its accumulated losses will be NT$392 billion. The accumulated losses will have to be gradually offset by reasonable profits from electricity price adjustments in the future.

The Ministry of Economic Affairs held its first electricity price review meeting this year today. This time, it considered electricity price adjustments in three directions: government subsidies, partial user burden, and Taipower’s cost savings. It was decided that the average electricity price would increase by about 11% starting in April.

Undersecretary of the Ministry of Economic Affairs Lin Quan-neng said that when international fuel prices rose sharply a while ago, all countries had significantly raised electricity prices. Taipower acted as a “wave absorber” to stabilize prices. The increase in electricity prices has been moderate, allowing domestic people to get a good price benefit. Control, but this also leads to losses of 1.2 yuan and 0.9 yuan for every 1 kilowatt hour of electricity sold in 2022 and 2023, respectively. In 2023, the cumulative loss has reached 382.6 billion yuan.

Therefore, the Political Yuan decided to allocate RMB 100 billion in subsidies to Taipower and moderately increase Taipower’s electricity prices to maintain Taipower’s stable operations.

Taipower Deputy General Manager Wang Zhenyong pointed out that if there is no government subsidy and the electricity price is not adjusted this year, Taipower is expected to lose 210 billion yuan this year. If the government’s subsidy is successfully passed and the electricity price adjustment is added, the electricity revenue by the end of the year is estimated to be 62.8 billion yuan, leaving the remaining The lower gap depends on Taipower’s bottleneck spending, but the key remains fuel costs.

According to the latest fuel price forecast, fuel expenditure can be reduced by about 38 billion yuan. After adding or subtracting, the loss this year is still estimated to exceed 10 billion to 12 billion yuan. It is necessary to continue to review the trend of energy prices; the accumulated loss is expected to be 392 billion yuan. , it is necessary to “slowly eliminate accumulated losses” through reasonable profits every year in the future.

Lin Quanneng said that the 100 billion yuan is an important support for Taipower, and the Political Yuan will send it to the Legislative Yuan for review in the form of an additional budget. As for whether he is confident in winning the support of the Legislative Yuan, he said, “I am very confident.” In addition to the efforts of the Ministry of Economic Affairs and Taipower, Today’s review meeting included Xu Shubo, Chairman of the Chamber of Commerce and Industry, who also promised to help persuade the legislators. With the help of the Chamber of Commerce and Industry, I believe we can get more support in the Legislative Yuan.

However, if the actual subsidy difference is large and fuel costs fluctuate drastically, an extraordinary meeting may be held before the second electricity price review meeting of the year if necessary to review Taipower’s financial situation.

The outside world is paying attention to the pressure on Taipower’s green energy power purchase expenditure. Taipower General Manager Wang Yaoting said that in the past two years, green energy procurement accounted for 6% and 9% of the cost respectively, less than 10%. At the same time, if nuclear power accounted for 16% of the energy structure in 2015, Taking the current energy price into account, the cost is nearly 4 yuan per kilowatt hour, which is quite close to the current cost of 4.12 yuan.

He further explained that fuel cost expenditures in 2021 were 292.4 billion yuan, which surged to more than 600 billion yuan last year. On the other hand, the cost of renewable energy power purchase was only 90.5 billion yuan; this year, green energy power purchase expenditures are estimated to be 132.5 billion yuan, and the average cost of power purchase per kilowatt hour The price is about 5 yuan, which is lower than the private electricity purchase price of 5.5 yuan. It is expected that the cost of Taipower’s renewable energy will gradually decrease in the future.

In addition, today’s review meeting included a resolution requesting Taipower to review the rationality of the user household division regulations. In addition, regarding the frozen increase in electricity prices for agriculture, fisheries, schools, and social welfare groups, each competent authority will be asked to prepare budget support starting next year.
