0.1 Objectives

Project Name : Futures to build: Strengthening the resilience of young people and women in the face of conflict and climate change
Location of the project : Burkina Faso, Northern Region (Ouahigouya and Gourcy) and Sahel region (Dori and Gorom Gorom).
Summary of the Project : With the intention of promoting the economic, political, social, environmental and resilience of communities living in the border communities of Burkina Faso and Mali, and with a view to promoting local resolution of conflicts and preventing violent extremism, Search operates the future project to build: “Strengthening the resilience of young people and women in the face of conflict and climate change” As part of the said project, the municipalities of Ouahigouya, Gourcy, Dori and Gorom Gorom will benefit to create a resilient infrastructure with the aim of promote the employability of young people and women in agriculture and livestock, and reduce their vulnerability to conflict and the effects of climate change.
General objective : Promote the stabilization and economic, political, social and environmental resilience of communities living in the border communities of Burkina Faso and Mali and promote local conflict resolution and the prevention of violent extremism.
Objective 1 : Local communities have access to economic and social infrastructure that is adapted to the effects of climate change
Outcome 1: Improved access to water for market gardening and pastoral use through the construction of eight community infrastructures adapted to climate change.
Objective 2 : The ability to manage infrastructure and natural resources in the community is strengthened within local communities and contribute to strengthening social dialogue as well as better managing and reducing local conflicts
Outcome 2: Strengthen local conflict prevention/management mechanisms and community management of access to water for market gardening and pastoral use
Outcome 3: Strengthen social cohesion and cross-border cooperation to support community and environmental stakeholders.
The work was requested to be done :
- Development of 1.5 hectares of market garden area with a borehole with an extraction capacity of 40m3/day with a pumping time of 8 hours plus a 10m3 storage tank (solar pumping) with pipes connecting the castle to the drawing basins (manual pumping) with a water trough, a well for the communities of Gourcy (North Region);

0.2 Budget and funding
Funding sources: PATRIP Foundation through the Ministry of Foreign Affairs of the Federal Republic of Germany and the Ministry of Foreign Affairs of Denmark.
0.3 Deadline for work
The delivery time for the work cannot exceed 60 days at most. The delivery and installation of the site must begin 5 days at the most (deadline for mobilizing teams) after both parties have signed the contract.
0.4 Implementation partner and stakeholders
The NGO FGN is our local partner in the North for community mobilization around infrastructure and related activities;
For the creation of said infrastructures, the stakeholders are: the town hall, DRAHRH (Provincial Directorate of Agriculture, Hydrology and Fisheries Resources), MDC (Management Mission), the communities, the ANEVE (National Agency for environmental assessment), and the project manager (design office) is responsible for monitoring and managing on site.
0.5 Validity of offers
Bids will be valid for at least 90 days from the closing date for submission of bids.
0.5.1 Closing date and location for submission of proposals
The deadline for submission is September 16, 2024 at 11.00 GMT. Any offer received after the closing date will not be considered.

0.5.2 Basic requirements for bidders
In order to win the tender, a tenderer must meet the following basic requirements:
❖ Work experience: For this project Search is looking for a Company that meets the following selection criteria:
- Legally constituted company with proof of legal existence (RCCM, certificate of the latest tax situation that can be checked on e-syntax, IFU number);
- A company involved in the field of Civil/Hydraulic Engineering or Hydro-Agricultural Development; (Drinking Water Supply or Hydro-Agricultural Development valid throughout the service)
- The bidder must submit over the last 5 years at least three (03) appropriate references on work of a similar size and nature including the completion of at least 02 (two) PROJECTS for the development of market gardening areas or of a similar nature whose contract value more than 50,000,000 FCFA for each of the 2 addresses. Acceptance reports, signed contract front pages with good completion certificates must be provided for each experience submitted
- Experiences in the intervention zone (Commune of Gourcy and Ouahigouya).
- Financial capabilities: The average annual turnover over the last five years is at least 50,000,000 FCFA;
Verifiable turnover certificates are requested on the e-syntax platform.
❖ Human resources:
The tenderer must demonstrate that the personnel considered for key positions meet the basic requirements:
The bidder must have at least the following staff:
- 1 (One) Works Director / Mission Manager with an engineering degree (Bac + 5) in Civil / Hydraulic Engineering or any other equivalent field with at least five (05) years of experience or senior technician diploma (Bac + 2 or Bac + 3) in Civil/Hydraulic Engineering or any other equivalent field with at least ten (10) years of experience in carrying out construction/rehabilitation of drilling works, market gardening area and drinking water supply with SHVA, SHPA or AES, of similar complexity in equivalent least to those who are the subject of this Request for Tender;
- 2 (Two) Site managers with at least a Bachelor’s degree (BAC+3) in Civil/Electromechanical Engineering or any other equivalent field with at least five (05) years of experience or an Advanced Technician diploma (BT or DUT) in Civil Engineering / Electromechanical or any other equivalent field with at least seven (07) years of experience in Construction/Rehabilitation of boreholes, market gardening areas and potable water supply with SHVA, SHPA or AES of similar complexity which is at least equivalent to those n the subject of this Call for Tenders;
- 2 (Two) Very experienced drillers with at least 7 years experience in drilling and all the restrictions for the construction of a Work for agro-silfo-pastoral use of a similar or at least equivalent complexity to those that are the subject of this Application about Tendering;
- 05 (Five) Workers with at least 05 years of experience in drilling/market gardening.
For key personnel (work manager, site managers and drillers) CVs will be required, diplomas will also be required for the work manager and site managers as well as work certificates for the drillers.

Drilling/Completing Workshop Truck, All-terrain contact vehicle (4*4), many construction tools (barrows, shovels, clamps, levels, pickaxes, connector, etc.), generator, Submersible pump, electric probe, roll of polyethylene pipe, electric cable of more than 150 m, flow control valve, stopwatch, technical measurement sheets, vibrator with needle, concrete mixer with a capacity of at least 200L, Safety kits (PPE)
The bidder must provide supporting documents, in particular the registration documents for the vehicles in his possession, or certificates of availability with the registration documents attached.
NB: Search reserves the right to visit the supplier’s vehicle fleet or workshop for inspection prior to signing the contract
0.5.3 Evaluation of proposals
The evaluation of proposals will be carried out in two stages:
- Technical evaluation : The required information will be assessed using a “pass” and “fail” method in accordance with the criteria listed previously
- Financial assessment : The best bidder is the one with the lowest financial offer and which complies with all the requirements (technical and numerical).

Bidders must provide a list of withdrawals and file deposits with full address (email and location) and company stamp for withdrawals and paper deposits. For electronic withdrawals and deposits, the email acknowledging receipt of the tender file and the email submitting the offer will be valid.

How to apply for the call for tenders?
The proposals (technical and financial) can be submitted in one envelope in sealed envelopes with the following address:
