The Texas Public Policy Foundation (TPPF) has convened the Texas Policy Summit 2026 in Austin, Texas, featuring participation from representatives of Fundación Patria Unida, a Mexican organization focused on bilateral relations and national sovereignty.

The summit follows a pattern of collaboration between the TPPF and Patria Unida, which previously represented Mexico at the Texas Policy Summit 2024. During that event, Alicia Galván, the executive director of Patria Unida, participated in a panel titled The U.S.–Mexico Relationship, moderated by Joshua S. Treviño, the Chief Transformation Officer of TPPF.

The U.S.-Mexico Policy Coalition

The ongoing engagement between these organizations is rooted in a broader effort to redefine the diplomatic and security framework between the United States and Mexico. On July 17, 2023, the Texas Public Policy Foundation announced the formation of a U.S.-Mexico Policy Coalition. This coalition includes the TPPF, the Heritage Foundation, Mexico’s Patria Unida, the America First Policy Institute, the Center for Renewing America, and the Center for a Secure Free Society.

The U.S.-Mexico Policy Coalition

The coalition was established to urge lawmakers to acknowledge what it describes as the current realities of the Mexican state. In a letter released by the group, the coalition asserted that the Mexican state has descended into increasing corruption, violence, and leftist authoritarianism, which it characterized as a direct threat to both the United States and the citizens of Mexico.

While much of the Washington, D.C., policy community was looking the other way, Mexico emerged as one of the chief national-security challenges to the United States. Our neighbor to the south, to which we are ordinarily bound by ties of sentiment and friendship, is now ruled by a regime of leftist authoritarians in open partnership with narco cartels who kill Americans every day

The coalition’s propositions argue that the Mexican government can no longer be properly described as a partner or an ally to the United States, citing the influence of drug cartels and the failure of previous policies on both sides of the border.

Leadership and Organizational Roles

Alicia Galván López serves as the Fellow for U.S.-Mexico Relations at the Texas Public Policy Foundation and is the Founder and President of Fundación Patria Unida por un México Valiente. Galván López is an expert in immigration and border security with a professional background in advising legislators within the Senate of the Republic of Mexico and the Chamber of Deputies.

Galván López’s academic background includes a Law Degree and a Master’s Degree in Government and Public Policy from the Universidad Panamericana. She also holds a specialization in Government of International Institutions and Organizations from Centro Universitario Villanueva in Madrid, Spain, and a diploma in U.S. Political Institutions and U.S.-Mexico Relations from the University of San Diego, California.

Other key figures associated with Patria Unida include Humberto López, the organization’s executive director, and Joseph Humire, who is also listed as an Executive Director for the foundation in coalition statements.

Strategic Objectives

The collaboration between the TPPF and Patria Unida emphasizes a shift toward a relationship based on national sovereignty, mutual respect, and shared responsibility regarding economic development and security. Patria Unida has stated its commitment to representing Mexicans who advocate for a sovereign and cooperative relationship with the United States.

The discussions at these summits and within the coalition focus on several critical themes:

  • The impact of organized crime and drug cartels on regional stability.
  • The role of narco-politics and the perceived alliance between government entities and cartels.
  • The necessity of an anti-corruption lobby to address systemic failures in the Mexican state.
  • Hemispheric security and the need for U.S. Policy to reflect the actual state of governance in Mexico.

By integrating Mexican perspectives through Patria Unida, the TPPF seeks to create a strategic narrative that addresses the geopolitical role of Mexico and the requirement for a more stable and equitable North American region.
