Seoul = Yonhap News: Despite the government’s efforts to improve the system and crack down on fraudulent unemployment benefits, a recent survey revealed that two-thirds of involuntary resignations did not receive the benefits they were entitled to.

The survey, conducted by Workplace Gapjil 119, a civic group, gathered responses from 1,000 office workers. It found that out of 134 individuals who experienced involuntary resignation, such as contract termination, recommended resignation, or dismissal, 102 were irregular workers.

Only 31.3% (42 individuals) of those who resigned involuntarily received unemployment benefits. Irregular workers had a higher proportion of non-recipients, with 69.6% not receiving any benefits compared to 65.6% of regular workers. Furthermore, 90.9% of workers earning less than 1.5 million won per month and 88.9% of workplaces with less than five employees did not receive any unemployment benefits.

The main reason for not receiving benefits was not being enrolled in employment insurance, accounting for 38% of cases. Additionally, 23.9% of respondents stated that they met the requirements for benefits but were voluntarily classified as unemployed.

More than half of the respondents (534 individuals) expressed dissatisfaction with the current social security system, including unemployment benefits. Only 7.3% of office workers rated the system as “very good,” while 9.1% believed it was “not enough at all,” and 44.3% considered it “not enough.”

Regarding the revision of the law to reduce or eliminate the minimum unemployment benefit, 65.8% of respondents stated that they did not agree with such a change.

Workplace Gapjil 119 emphasized that reducing the amount and number of unemployment benefits should not be viewed as the fundamental solution to the declining employment insurance funding. They argued that active protection of vulnerable workers should be prioritized through cooperation between labor and management.
