The agreement, reported by techdirt.com, introduces strict limits for underage users alongside a unique contingent payment structure that gives the state a financial stake in recruiting other state attorneys general to file similar lawsuits.

Under the terms announced on a Friday before a scheduled Monday trial, TikTok agreed to safety measures including a two-hour daily limit for underage users and enhanced parental controls. The agreement also restricts unlimited scrolling, overnight access, and the use of beauty filters that experts say harm teenagers’ mental health.
The 100 Million Dollar Fund And Attorney Fees
The headline figure of 100 million dollars is designated as Fund 1, intended for consumer restitution and remediation under the Alabama Deceptive Trade Practices Act. Within that sum, 14.2 million dollars is allocated to attorneys’ fees and 2 million dollars to litigation expenses for outside counsel paid directly. The remaining 100 million dollars goes to the Office of the Alabama Attorney General to be used at its sole discretion for any lawful purpose.
It will probably go to the general fund, but we hope to have discussions with our legislative leadership about using this to really remediate the harm that’s been done to our youth here in Alabama.

Contingent Payment Pool Tied To Other States
The settlement establishes a second fund, Fund 2, worth up to an additional 183.8 million dollars. This pool vests incrementally across four tiers based on how many other state attorneys general execute qualifying agreements with TikTok within specific 24-month windows. Tier 1 vests 55.14 million dollars when 10 states settle; Tier 2 vests another 55.14 million dollars at 20 states; Tier 3 vests 36.76 million dollars at 30 states; and Tier 4 vests the final 36.76 million dollars when 40 states join. Stanford scholar Daphne Keller first pointed out that this structure encourages Alabama to convince other attorneys general to go after TikTok, creating what commentators have likened to an affiliate program for settlement enforcement.
