Tariff negotiations in the retail sector in Hamburg are set to begin on April 23, 2026, marking the start of a new round of collective bargaining talks in Germany’s retail industry. The negotiations were officially launched with tariff coordination conferences in Kassel, where around 100 representatives from regional tariff commissions discussed the economic situation in retail, mail-order, wholesale, and foreign trade sectors and agreed on a common position.

The focus of the talks is on wage increases that are “significantly above inflation,” according to the United Services Union (Verdi), which is leading the union side of the negotiations. Verdi has not yet announced specific percentage figures for the wage demands, stating that these will be agreed upon and published in March for the respective collective bargaining regions.

Verdi argues that the average gross wage in the retail sector remains significantly below the level of the overall economy, emphasizing that many employees can barely live on their income. Federal Executive Board member Silke Zimmer highlighted that a large portion of earnings goes toward rent, energy, and groceries, leaving little disposable income and increasing the risk of poverty in old age.

The union points to strong financial performance in the sector as justification for higher wages, citing industry figures that show total retail sales are expected to reach around €2.52 trillion in 2025 and that the sector generated approximately €74.4 billion in profit in 2024. Verdi maintains that this profitability creates considerable scope for wage increases.

In addition to wage demands, Verdi is calling for structural improvements in the retail sector, though specific details of these demands were not included in the available sources.

The German Retail Federation (HDE) has expressed concern over the union’s position, warning against excessive wage expectations given the strained economic climate. HDE collective bargaining director Steven Haarke stated that rising labor costs, bureaucratic burdens, and increasing social security contributions pose a “veritable cocktail of poison” that could jeopardize jobs on a massive scale if wage demands are too high.

Haarke also noted that increases in the statutory minimum wage are increasingly eating into collective agreements, creating a growing burden across sectors. The HDE urged stakeholders to refocus on the constitutionally protected autonomy of collective bargaining and warned against creating unrealistic expectations among employees.

The retail sector in Germany employs approximately 3.1 million people, making this one of the largest collective bargaining rounds in the country. Negotiations are set to begin in April 2026 in the first regions, including Hamburg, North Rhine-Westphalia, and Rhineland-Palatinate, with other regions to follow.
