President Donald Trump’s maximalist threats and bombastic diplomatic approach have failed to open the Strait of Hormuz or change Iran’s behavior, according to analysis published by Defense News on April 21, 2026.

Despite a recent ceasefire between Iran and the United States, Iran continues to restrict shipping through the Strait of Hormuz. In response, the United States has established its own naval blockade in the strategic waterway and deployed thousands more troops to the region.

These actions follow multiple threats from President Trump, including one promising to destroy Iran’s civilization. However, the Strait of Hormuz had been open prior to joint U.S.-Israeli attacks and remains restricted despite the administration’s efforts.

The failure of Trump’s approach stems from his reliance on a distorted version of the “madman theory” in international relations. This theory, originally developed by economist Thomas Schelling and military analyst Daniel Ellsberg based on concepts popularized by H.R. Haldeman during the Nixon administration, functions as a deterrent technique signaling severe consequences for undesirable actions.

For the madman theory to succeed, an adversary must believe the threat will be carried out. Trump’s approach, described as “scream loudly and swing a big golf club,” often amounts to boisterous threats without a clear or credible strategy behind them, undermining their effectiveness.

Defense News analysis indicates that Trump’s bombastic form of diplomacy has not only failed to change Iran’s behavior but has actively undermined prospects for peace between the United States and Iran. The administration’s maximalist threats have produced the opposite of their intended effect, escalating tensions rather than resolving them.

The situation has drawn concern from former diplomats regarding the Trump administration’s negotiation team. Jared Kushner and Steve Witkoff, who led Iran negotiations with Vice President JD Vance, lack the expertise and diplomatic experience needed to secure an agreement, according to former State Department negotiator Aaron David Miller.

Miller criticized the team’s track record, pointing to failed negotiations between Russia and Ukraine and stalled talks between Israel and Hamas. He argued that Kushner and Witkoff failed to convey the sense of urgency necessary for pushing negotiations forward, stating that successful negotiations require finding a balance of interest between parties that allows each side to feel they have won something.

The ongoing restrictions in the Strait of Hormuz represent a significant business and economic concern, as this waterway is critical for global oil shipments. Continued disruption threatens to destabilize global energy markets and prolong economic uncertainty in regions dependent on stable maritime trade routes.
