Togo launches mobile number portability – Togotimes

The Regulatory Authority for Electronic Communications and Posts (ARCEP Togo) has launched the portability of mobile numbers. It is through a ceremony chaired by Ms. Cina Lawson, Minister is chaired by the Minister of Digital Economy and Digital Transformation. The two mobile telephone operators, Moov Africa Togo and TogoCom were also present.

In Togo, number portability is defined in Article 4 of Law No. 20212-018 of December 17, 2012 on electronic communications amended by Law No. 2013-003 of February 19 (LCE).

Such as the possibility for a user, subscribed to a supplier of electronic communications services, when he changes supplier to keep the same geographical number without changing geographical location and, to keep his non-geographic, fixed or mobile number when he changes supplier while remaining in Togo. In short, it is the possibility for a subscriber to keep their number by leaving their operator for another.

Considered as one of the levers of competition, the new article 36 of the LCE provides for its implementation so that the telephone number is not an obstacle to competition.

It is implemented by ARCEP after consultation with consumers, in consultation with the two mobile operators Togocom and Moov Africa Togo and following the guidelines of the Minister of the Digital Economy and Digital Transformation.

After the removal of intra- and inter-network price differentiation implemented by ARCEP in 2021, the launch of portability today will allow consumers to gain freedom by now having the ability to change mobile operator while retaining the same number, free of charge. Their choice will now only be based on the quality of service offered by the operators or on the affordability of the price offers.
