The Trump administration announced on Thursday a significant expansion of its visa restriction policy targeting individuals in the Western Hemisphere who support U.S. Adversaries, imposing restrictions on 26 individuals and extending the ban to their immediate family members.

The U.S. Department of State stated that the expanded policy allows it to deny visas to nationals of countries in the region who, while within Western Hemisphere countries and acting intentionally on behalf of adversarial countries, knowingly direct, authorize, fund, or provide significant support to activities that undermine American interests in the hemisphere.

According to the State Department, activities deemed adversarial under the policy include enabling adversarial powers to acquire or control key assets and strategic resources, destabilizing regional security efforts, undermining American economic interests, and conducting influence operations designed to weaken the sovereignty and stability of nations in the region.

The department emphasized that family members of individuals subject to visa restrictions will also be generally ineligible for entry into the United States under the expanded policy.

In a press release, the State Department quoted President Trump’s National Security Strategy, stating that the administration will deny adversarial powers the ability to own or control vital assets or threaten the security and prosperity of the United States in the region.

The department said it is working to advance American leadership in the hemisphere, protect the homeland, and ensure access to vital routes and areas throughout the region.

Critics, including civil rights advocates, have raised concerns about similar visa restriction policies, arguing that broad definitions of prohibited activity raise questions about identification processes and due process protections.

Skye Perryman, president and CEO of Democracy Forward, previously criticized the administration’s targeting of people based on national origin as part of an autocratic design to limit ideas, perspectives, and communities in the United States.

The announcement follows prior actions by the administration to restrict visas for people from dozens of countries, which civil rights groups have previously sharply criticized.
