White House border czar Tom Homan has threatened to surge Immigration and Customs Enforcement (ICE) agents into jurisdictions that pass legislation limiting cooperation with federal immigration enforcement, specifically targeting New York.

Speaking at the Border Security Expo in Phoenix on May 5, 2026, Homan vowed to flood the zone with officers in areas that restrict federal enforcement activities. The remarks come as the administration pushes for an acceleration of mass deportations.

During the event, which was attended by Department of Homeland Security (DHS) officials and industry personnel, Homan dismissed critics from within President Donald Trump’s own base who have suggested the administration is not deporting individuals quickly enough.

Homan referred to these critics as keyboard warriors and asserted that the mass deportation promise will happen.

New York Governor Kathy Hochul decried the threats, stating that Homan’s remarks are at odds with statements the president made to her earlier in 2026.

Homan stated that he spoke with Homeland Security Secretary Markwayne Mullin on the morning of May 5, 2026, to coordinate the administration’s actions for the coming months.

The administration’s broader strategy involves seeking faster deportation processes. This includes targeting judges whom the government considers to be too slow in processing immigration cases.

Reports indicate that ICE is mobilizing 7,000 agents to reinforce immigration operations as part of this crackdown.

The current approach under Secretary Mullin is described as more targeted and low-key compared to the tenure of former Secretary Kristi Noem. Noem’s leadership at DHS was characterized by highly public and often unfocused operations in cities such as Los Angeles, Minneapolis, and Chicago.

The shift in operational tone follows public polling indicating that Americans are souring on the administration’s aggressive enforcement tactics.

Despite the change in public-facing strategy, Homan maintained a defiant tone in Phoenix, stating that the current year would be a good year for the administration’s deportation goals.
