Central and Eastern Europe’s Bid for AI Dominance

Central and Eastern European (CEE) countries are becoming leaders in innovation. While global attention is on Ukraine, these nations are growing tech hubs, creating new tech companies known as unicorns. For instance, Romania’s UiPath excels in automation, boosting workplace efficiency. Poland’s Docplanner uses AI to enhance healthcare access for millions. Croatia’s Infobip improves communication with its AI platform, and Bulgaria’s Payhawk simplifies corporate finance.

These companies illustrate how AI can improve health care, finance, and productivity. Future innovations may emerge from a startup in Warsaw or a lab in Bucharest, often at lower costs than in the West.

Some argue that the challenges in the region hinder growth, while others see these challenges as a catalyst for innovation. CEE economies are balancing traditional industries, like auto manufacturing, with the financial pressures from the pandemic and new EU budgets. AI can help CEE nations address these challenges, creating value in public sectors like health and education, while also protecting critical infrastructure.

CEE has a strong base for tech growth. A large number of STEM graduates and engineers exists, and company valuations surged over sevenfold from 2017 to 2022. The percentage of investments from outside the EU increased from 9% in 2022 to 21% in 2023, showing growing global interest.

Despite this, significant obstacles remain. Recent findings show that CEE lags behind Western Europe in infrastructure and investment. With a population over 150 million and a combined GDP of almost €2.5 trillion, the area holds major potential. However, private equity investments dropped 40% in 2023 to €1.7 billion, making startup launches feel challenging due to limited resources.

The rise of populist parties in the region poses further risks to economic stability and deters investment. Many governments chose to raise taxes instead of making necessary spending cuts, prioritizing short-term fixes over long-term solutions.

Despite geopolitical issues, the region remains resilient.

To seize AI’s opportunities, CEE countries should undertake three main actions:

First, improve STEM education and retain talent. The shortage of skilled professionals limits growth for many biotech, finance, and robotics startups. Rapid education reform is needed, with a focus on human-capital development from both public and private sectors.

Second, encourage deeper integration within Europe to boost innovation through shared ideas, talent, and funds. The European Commission has introduced the AI Factories initiative, giving developers access to vital resources for creating advanced AI models. Several CEE nations are also forming technological partnerships with other European countries.

Lastly, attract more foreign investment. Despite recent declines in investment, CEE showed notable resilience. To enhance attractiveness for tech and digital infrastructure projects like 5G networks and data centers, countries must address infrastructure issues and regulatory uncertainties.

As CEE nations face these hurdles, it is crucial to act quickly to utilize AI’s potential. Failure to do so may lead to talent leaving for better opportunities elsewhere.
