In a significant development, Russian Deputy Foreign Minister Sergei Ryabkov announced that preparations for a face-to-face meeting between former President Donald Trump and Russian President Vladimir Putin have begun. This news comes amid ongoing tensions and the Russia-Ukraine war, which has been a focal point of international diplomacy.

According to Ryabkov, the discussions between the two leaders will not only address the Russia-Ukraine conflict but also touch on broader global issues. “The key is to start pushing US-Russia relations normalization and find solutions to the most severe and potentially extremely dangerous problems at present, including the Ukrainian issue,” Ryabkov stated to Russian official media.

The preparations for the summit are still in their early stages, requiring “the closest preliminary preparations,” as Ryabkov emphasized. He also noted that delegations from both countries may hold talks in the next two weeks, preparing for the high-stakes meeting.

Trump had previously hinted at a possible meeting with Putin before the end of February, but Ryabkov did not disclose the specific date or location. However, Trump has suggested that the first meeting could take place in Saudi Arabia, a neutral ground that has seen recent diplomatic efforts.

The United States and Russia held their first direct talks since Russia’s full-scale invasion of Ukraine on February 18 in Saudi Arabia. This meeting is seen as a step towards ending Moscow’s diplomatic isolation. Additionally, Trump announced that US and Russian special envoys will hold another meeting in Riyadh on February 25.

During the Saudi Arabia talks, US Secretary of State Marco Rubio discussed with Russian Foreign Minister Sergey Lavrov the possibility of a Trump-Putin meeting. After the Riyadh talks, Putin expressed his “happiness” with the meeting and hoped that the United States and Russia could reach some consensus on the Russia-Ukraine war before formal talks.

Trump’s active promotion of ending the Russia-Ukraine war may not bode well for the Chinese Communist Party (CCP). Bloomberg analyzed that if the war between Russia and Ukraine ends, it will bring many opportunities but also a major threat: the CCP will suddenly become the focus of the US military.

US and Russian officials have been negotiating in Saudi Arabia to end the three-year war, which has sparked deep concerns from Europe and Ukraine. There are fears that a victory for Putin could further isolate the CCP, which has publicly expressed its welcome to the contact between Washington and Moscow. The CCP is also preparing to participate in post-war reconstruction and benefit from deepening differences between the United States and its allies on issues such as NATO, democracy, and international order.

For Beijing, a major problem is what Trump plans to do next. Comments from Republicans, including US Secretary of Defense Pete Hegses and Donald Trump Jr., suggest that the United States wants to concentrate most of its military assets against the CCP.

Gong Jiong, a special expert of the Ministry of Commerce of the Communist Party of China and a professor at the Department of Economics of the University of International Business and Economics, believes that Beijing is in a dilemma of “22 Catch-22” (catch-22). He hopes that the war will stop or at least ceasefire, but at the same time does not want to become Washington’s number one goal.

So far, Xi Jinping has always avoided taking any possible anger from Trump. Actions to respond with moderate measures, including 10% tariffs to avoid radical “wolf warrior” diplomacy. Xi Jinping’s focus is on the economy, and the CCP is in a state of turmoil over the years of real estate crisis, continued deflation, and sluggish consumption. This week, Xi Jinping met with Jack Ma, a formerly excluded Alibaba founder, to end the crackdown on private enterprises and boost the economy as Beijing prepares to announce its annual growth target next month.

Although Trump’s remarks are not that tough, on February 19, Trump told reporters that it is possible to reach a trade protocol with China. He also stated that his relationship with Xi Jinping is “very good.” However, Trump’s government has many cabinet members that are tough on the CCP, including Trade Representative Greer and Secretary of State Rubio, who has promised to deal with Beijing’s “destabilization actions” in the South China Sea.

This week, the Chinese Navy had three warships sailing in international waters near Sydney, with the Australian Defense Minister calling the voyage “unusual.” The CCP’s ambition to project military power in the Asia-Pacific region is obvious.

The U.S. State Department removed the wording “The United States does not support Taiwan independence” from a fact sheet this month, indicating that Trump’s team may have taken a tougher stance in Asia. Beijing often asks countries with which it has diplomatic relations to support this statement. The CCP feels like a hint of light in this regard.

Xi Jinping, although excluded from the “double universal” peace talks, is looking forward to participating in it very much. However, Trump proposed with Putin and Xi Jinping the summit held was to negotiate nuclear weapons with Russia and the Chinese Communist Party, hoping that the three countries could cut their defense budget by half. This idea was quickly rejected by Beijing.

The CCP’s refusal shows it “warring” war ambitions. Zhou Bo, a retired Communist Army colonel and a senior researcher at the Center for International Security and Strategy Studies at Tsinghua University, said that the CCP can “play a leadership role” in peacekeeping affairs with “global southern” countries and non-NATO countries. “This will be the first time that the Chinese Communist Party has directly participated in European security affairs, which will help enhance the image of the Chinese Communist Party and enhance its international status,” he said.
