The United States State Department issued a warning in its 2026 Fiscal Transparency Report released on Tuesday, targeting China’s overseas lending practices, stating that a lack of transparency could increase the risk of unexpected defaults and debt restructuring across emerging markets.

According to the 2026 Fiscal Transparency Report released by the State Department, Beijing failed to meet minimum transparency requirements. Washington pointed to deficiencies in China’s domestic finances alongside the disclosure of claims against foreign borrowers.

Global Scale of Beijing’s Portfolio Revealed

A comprehensive flagship report and dataset published by AidData, a research lab at William & Mary, reveals that Beijing’s global lending and grant-giving portfolio spans $2.2 trillion across 200 countries. According to AidData Executive Director Brad Parks, the overall size of China’s overseas portfolio is two to four times larger than previously published estimates suggest.

Over three hundred pages in length, AidData’s publication titled Chasing China: Learning to Play by Beijing’s Global Lending Rules demonstrates that upwards of seventy-five percent of Chinese overseas credit initiatives currently target high-income nations as well as upper-middle income countries. Parks explained that a significant portion of credit extended to affluent nations centers on vital infrastructure, essential minerals, and the purchase of high-technology enterprises such as semiconductor manufacturers.

Geopolitical Shifts and Financial Complexity

Researchers at AidData note a fundamental reorientation in Beijing’s financial statecraft. Transactions increasingly align with the policy priorities of the party-state, including those related to national security and economic statecraft, rather than the promotion of economic development and social welfare in recipient countries. Brooke Escobar, Associate Director of AidData’s Tracking Underreported Financial Flows team, stated that the percentage of its overseas lending and grant-giving portfolio that qualifies as aid (ODA) has plummeted as Beijing focuses on cementing its position as the international creditor of first—and last—resort.

Financial operations are becoming more opaque and complex. Many transactions use shell companies in pass-through jurisdictions with strict banking secrecy rules. This opacity mirrors the transparency deficiencies highlighted in the U.S. State Department’s fiscal report regarding the disclosure of claims against foreign borrowers.

Figures gathered by AidData reveal that the U.S. has pulled in upwards of $200 billion spanning nearly 2,500 distinct initiatives and programs spread across practically every American state. Meanwhile, the United Kingdom received $60 billion, and the European Union’s 27 member states received $161 billion for nearly 1,800 projects and activities. Among the principal nations securing these funds are Germany ($33.4 billion), France ($21.3 billion), Italy ($17.4 billion), Portugal ($11.7 billion), and the Netherlands ($11.6 billion).
