On March 5, the Fifth Session of the Thirteenth National People’s Congress was held in Beijing. Wang Fengying, the representative of the 11th, 12th and 13th National People’s Congress and President of Great Wall Motors, participated in the 15th meeting. Based on the in-depth research and practice of the automobile industry, at this conference, Wang Fengying, the representative, put forward three proposals for the high-quality development of China’s automobile industry, namely: “Suggestions on Promoting the Increase in Capacity Utilization of China’s Automobile Industry”, “On Promoting the High-quality Development of China’s Automobile Industry” Suggestions on the Application of Thermal Runaway Protection Technology for Power Batteries”, “Suggestions on Promoting the Rapid Development of China’s Automotive Grade Chip Industry”.

In the context of the accelerated transformation of the global automobile industry, Wang Fengying, the representative of this year’s proposal, suggested to continue to focus on the frontier areas of the development of China’s automobile industry, focusing on the improvement and optimization of capacity utilization, the promotion of battery safety technology, and the rapid development of domestic automotive-grade chips. In order to promote the high-quality development of China’s auto industry.

Proposal 1: Give full play to the advantages of regional aggregation, revitalize idle resources, encourage mergers and reorganizations, and accelerate the construction of smart factories

Driven by a new round of global technological revolution and industrial transformation, the transformation of the automobile industry has accelerated, and many places have set off a wave of investment in automobile industry projects. Car companies have accelerated their deployment in China, and the existing production capacity of my country’s automobile industry is further expanding.

However, with the intensified market competition, the utilization of production capacity has shown a development trend in which the strong are getting stronger and the weak are getting weaker, and the production capacity in the areas where the advantageous industries are concentrated is faced with insufficient production capacity. The loss of other resources will not only hinder the local economic development, but also affect the high-quality development of China’s auto industry.

Therefore, representative Wang Fengying suggested:

Give full play to the advantages of regional aggregation and make full use of the existing production capacity to expand and strengthen the national automobile industry;

Coordinate the development of idle production capacity, encourage mergers and acquisitions, and accelerate the construction of smart factories;

Strengthen supervision, establish an exit mechanism, and avoid wasting resources;

Promote domestic and international dual circulation, and encourage Chinese car companies to “go global” to develop overseas markets.

Proposal 2: Give full play to the advantages of top-level design to promote the application of thermal runaway protection technology for power batteries

In recent years, the thermal runaway problem of power batteries during the use of new energy vehicles has received extensive attention from the society. Data show that in 2021, the number of new energy vehicles in my country will reach 7.84 million, and about 3,000 new energy vehicle fire accidents will occur nationwide. Among them, safety accidents related to power batteries account for a large proportion.

It is imminent to prevent the thermal runaway of the power battery and improve the safety performance of the power battery. At present, mature power battery thermal runaway protection technology has been launched, but due to insufficient understanding in the industry, the promotion and application of new technologies are not as expected; users who purchased cars before the emergence of related technologies cannot enjoy the protection of these cutting-edge safety technologies.

Therefore, representative Wang Fengying suggested:

Carry out top-level planning at the national level, promote the application of power battery thermal runaway protection technology, and help it become a must-have configuration for new energy vehicles;

Gradually, the thermal runaway protection technology of the power battery will be standard on the stock new energy vehicles.

Proposal 3: Improve the overall layout to promote the rapid development of China’s automotive-grade chip industry

In recent years, the country has paid more and more attention to the development of the semiconductor industry, and its support is unprecedented. However, due to the long research and development cycle of automotive-grade chips, high design thresholds, and large capital investment, Chinese chip companies currently have low willingness to build automotive-grade chips, failing to achieve independent control in this field.

Since 2021, due to various factors, the supply of chips in the automotive industry has been severely in short supply, which has affected the development of China’s automotive industry to achieve further breakthroughs.

Therefore, representative Wang Fengying suggested:

Short-term priority to solve the problem of “lack of core”;

In the mid-term, improve the industrial layout and achieve independent control;

Build a long-term mechanism for the introduction and training of industrial talents to achieve long-term sustainable development.

Driven by a new round of global technological revolution and industrial transformation, my country’s auto industry is accelerating its transformation to electrification, intelligence, and networking.
