Enrollment Statistics

West Virginia has seen a significant drop in public school enrollment. Currently, 241,024 students are enrolled, down nearly 14% from 280,310 students in 2014. This trend may lead to 26 school closures in the current school year due to reduced funding linked to these enrollment numbers.

Funding for county school systems relies on local property taxes and state aid based on enrollment figures. Recent legislative changes allow students to transfer between schools, both within and outside their counties, contributing to the enrollment decline.

The Case of Fairplains Elementary

Wood County’s Board recently voted to close Fairplains Elementary School due to declining enrollment. Principal Julie Gibson voiced her concerns at the state board meeting, urging them to visit the school before making a final decision. Fairplains currently has 162 students, down 58 over two years.

Factors Influencing Decline

The rise of charter schools, virtual schools, and the Hope Scholarship program also affects public school enrollment. About 13,540 students have left traditional public schools for these alternatives, constituting nearly 46% of the decline since 2017. Additionally, there are 24,502 homeschooled students and 12,766 in private schools.

The Hope Scholarship allows families to use state funds for various educational expenses, creating further financial strain on public schools. Despite not directly taking funds from school budgets, it results in fewer students counted for state aid.

State Senators have urged the Board of Education to reconsider school consolidations, emphasizing the long-term implications for community schools.
