Chinese President Xi Jinping Announces 10 Partnership Steps for Africa
During the 9th FOCAC summit held on September 5, 2024, at the Great Hall of the People in Beijing, Chinese President Xi Jinping announced 10 partnership steps for Africa, marking a new era in Sino-African relations.
President Faure Gnassingbé of Togo was among the over 30 African leaders who attended the summit, which aimed to strengthen the historical friendship between China and African states.
A New Era in Sino-African Relations
President Xi Jinping emphasized the importance of Sino-African friendship, stating that it has been passed down from generation to generation. He also recalled the objectives of the Forum on China-Africa Cooperation, which has enabled both sides to set an important milestone in China-Africa relations.
In his address, President Xi Jinping proposed concrete measures to take Sino-African relations to a strategic level, upgrading them to a community with a shared future.
The 10 Partnership Steps
The 10 partnership steps announced by President Xi Jinping include:
- Partnership action for mutual aspiration between civilizations, which will establish a Sino-African platform for the exchange of experiences and 25 study centers on China and Africa.
- Partnership action for trade ownership, which will promote trade cooperation between China and Africa.
- Partnership action for collaboration on industrial chains, which will enhance industrial cooperation between China and Africa.
- Partnership action for interconnection, which will implement 30 infrastructure interconnection projects in Africa.
- Partnership action for cooperation on development, which will establish 1000 “Small and Beautiful” social welfare projects.
- Partnership action for health cooperation, which will create an alliance of Chinese and African hospitals and joint medical centers.
- Partnership action for human and cultural exchange, which will create an engineering institute and ten Lubin workshops.
- Partnership action for agricultural development, which will provide RMB 1 billion in emergency food aid to Africa and carry out 500 public benefit projects.
- Partnership action for joint security, which will train 6,000 military professionals and 1,000 police officers for Africa.
- Partnership action for green development, which will establish 30 clean energy projects.
Financial Assistance
To ensure the implementation of the 10 partnership steps, the Chinese government will provide financial assistance of 360 billion yuan to Africa in the next three years, including a line of 210 billion yuan RMB, 80 billion yuan RMB in assistance in various forms, and at least 70 billion RMB yuan of investment by Chinese companies in Africa.
This 9th FOCAC summit marks a significant milestone in Sino-African relations, with far-reaching benefits for African states in the years to come.
