The Special Investigation Headquarters of the Ministry of Public Prosecutions plans to investigate General Secretary Yoo for potential illegal acts related to the handling of reports of Chairman Jeon’s misconduct, the initiation of a special audit, and the approval and disclosure of audit results. The Corruption Investigation Agency has prepared a lengthy questionnaire of approximately 360 pages for this purpose.

The Audit and Inspection Board initiated a special audit of the Anti-Corruption and Civil Rights Commission in July of last year. The targets of the audit included allegations of attendance-related matters and suspicions of unfair interference in authoritative interpretation.

A report on the results of the Civil Rights Commission’s audit was released by the Board of Audit and Inspection on June 9th, sparking protests from Chairman Jeon who claimed the report was based on false information with the intention of pressuring the Audit and Inspection Board to resign.

Chairman Jeon filed a complaint against Audit and Inspection Board Chairman Choi Jae-hae, Secretary-General Yoo, and a high-ranking official with the Corruption Investigation Bureau in December of last year, accusing them of abuse of power and obstruction of rights. Additional complaints were filed even after the release of the audit results.

The Corruption Investigation Bureau conducted a full-scale mandatory investigation starting last September, including searches and seizures at the offices of the Audit and Inspection Board and the Civil Rights Commission. Member of the Audit Committee, Cho Eun-seok, and General Secretary Yoo were also subject to search and seizure, and employees of the Audit and Inspection Board were questioned.

Yoo Byeong-ho has not responded to the Corruption Investigation Office’s attendance notice five times. His stance is that he will appear in early December after the completion of the National Assembly’s audit and budget process, citing the National Assembly’s schedule. He maintains that the audit in question is legitimate.
