A United States document outlining security guarantees for Ukraine has been fully drafted and is awaiting a signing date and location, according to Ukrainian President Volodymyr Zelenskyy. Speaking in Vilnius, Lithuania, during a meeting with President Gitanas Nausėda, Zelenskyy emphasized the importance of these guarantees, stating they are “first of all, guarantees of security from the United States.”
Following the signing, the agreement will be submitted to the US Congress and the Ukrainian Parliament for ratification. These security assurances are considered a key prerequisite for Ukraine to consider compromises in negotiations to end the ongoing conflict,which began in 2022. As of January 25, 2026, concrete peace plans remain elusive.
Ukraine-Russia Negotiations
