The African Development Bank Group and the African Forum of Deposit Funds have forged a strategic alliance in Cotonou, Benin, to mobilize long-term financing for sustainable development across the continent, according to announcements published by both organizations on September 9, 2026. The partnership aims to boost productive investment, enhance economic resilience, and drive inclusive growth by coordinating responses to global economic uncertainties and market dependencies.

A Structured Framework for Resource Mobilization

The cooperation framework respects each organization’s institutional diversity and complementary mandates while directing joint efforts toward high-potential sectors. According to the partners, the alliance leverages the African Development Bank Group’s financial reach alongside the unique capacity of African deposit funds to collect, manage, and utilize long-term public savings. “In a context marked by global economic uncertainty and the need to mobilise more resources for development, no institution can act alone,” said Ahmed Attout, Director of the Financial Sector Development Department at the African Development Bank Group, in material published by the AfDB. Attout noted that the partnership creates conditions for effective resource mobilization to support economic transformation, job creation, and economic resilience.

Targeted Areas and Joint Priorities

Maryse Lokossou, Managing Director of the Caisse des Dépôts et Consignations du Bénin and current Chair of the African Forum of Deposit Funds, emphasized the role of deposit funds in national development. “By combining our expertise and investment capacity with those of the African Development Bank Group, we aim to accelerate financing for projects with significant economic and social impact and help build more resilient and inclusive African economies,” Lokossou stated. Under the agreement, the two institutions will deepen their collaboration across several key areas:

  • Co-financing projects and executing joint operational activities.
  • Mobilizing resources at scale to back entrepreneurship and productive investments.

The initiative aligns with the New African Financial Architecture for Development, which seeks to promote an inclusive and predictable financial system across the continent. Both parties confirmed their commitment to building a transformative, impact-oriented framework tailored to regional and national priorities.
