The government said, “We decided that the appointment of the Chief of Staff should be carried out during the general appointment period, to maintain a stable command system and unit management after the 2022 presidential election and the inauguration of the new government, and to establish military readiness posture.” He said, “I will be appointed as a talented person who will promote development and development.”

A successor is expected to be appointed as early as next week. The current president, Seok-jong Buh, whose term expires in April next year, will effectively step down after a year and eight months.

In a situation that has recently been evaluated as contributing to the dramatic ‘resurrection’ of the budget for light aircraft carriers, the long-awaited project of the Navy, many views question the replacement of the general, who did not make a major mistake.

Regarding the postponement of the appointment of the vice-president’s successor, who is from Jeju, some point out that he felt pressure because all of the prominent candidates mentioned were from a specific area.

Defense Minister Seo-wook (Gwangju) and Air Force Chief Park In-ho (Gimje, Jeollabuk-do), among the military leaders, are from Honam, so adding the naval chief could raise a controversy over regional bias.

In addition, there are rumors in the military and political circles that people from certain regions and former ministers are pushing different candidates for the succession of the naval chief.

A government official explained, “Currently, we are in the process of appointing a successor.”

In this general appointment, a total of 11 people were promoted to lieutenant general in the army, navy, and air force.

In the army, 6 people including Kang Shin-cheol, secretary for defense reform, Shin Hee-hyeon, Yeo Woon-tae, Lee Kyu-jun, Lee Doo-hee, and Jang Gwang-seon were named. Except for Kang, the other five were appointed as corps commanders.

In the Navy, two men, Seong-Yeol Lee and Seung-Gyun Jeong, will be promoted to lieutenant generals and will serve as the head of the Naval Academy and the commander of education, respectively.

In the Air Force, Major General Shin Ok-cheol, Park Woong, and Park Ha-sik will be promoted to lieutenant generals and appointed as deputy chief of staff of the Air Force, commander of education, and dean of the Air Force Academy.

The number of promotions to Major General is 25, including 16 in the Army, 4 in the Navy, and 5 in the Air Force.

The total number of promotions to brigadier general is 75, including the Army, Navy, Air Force and Marine Corps.

In particular, among those promoted to brigadier general, 11 members of the 51st division of the 6th division were the first to receive a star.

The emphasis on non-military academies and the hiring of women under the Moon Jae-in administration stood out even in the last general appointment.

18 out of 52 people who were promoted from colonel to brigadier general (about 34.6%) were non-seaters.

In the Navy (including the Marine Corps), 2 out of 12 people promoted to Brigadier General, and 1 in 11 in the Air Force are from non-military academies.

The government explained, “According to the principle of realizing a balanced personnel centered on ability that is not focused on a specific field, we have continuously selected a large number of excellent candidates from non-military schools.”
