As another Earth Day approaches, the conversation in the United States is shifting from environmental pledges to the economic realities of energy costs, particularly the growing burden on households and the question of who will pay for the nation’s expanding energy needs driven by artificial intelligence and data center growth.

This year’s Earth Day comes amid rising concerns about energy affordability, with new research showing that one in four low-income U.S. Households spends more than 15 percent of their income on energy bills. This finding comes from an analysis by the American Council for an Energy-Efficient Economy (ACEEE), which defines households spending over 6 percent of income on energy as facing a high burden, and those exceeding 10 percent as experiencing a severe burden.

The ACEEE research highlights that low-income, Black, and Hispanic households face disproportionately higher energy burdens compared to the average household. These burdens are linked to older, less energy-efficient housing stock, including poor insulation, air leaks, and outdated heating and cooling systems. The financial strain often forces difficult choices between paying utility bills and purchasing essentials like food and medicine.

Compounding these household challenges is the rapid expansion of data centers to support artificial intelligence development, which is significantly increasing demand on the electrical grid. Utilities and regulators are now grappling with how to fund necessary grid upgrades and new transmission infrastructure to accommodate this surge in power demand without disproportionately burdening residential ratepayers.

In response, ACEEE and other energy policy advocates are urging policymakers to prioritize investments in energy efficiency and weatherization programs specifically targeting low-income households. Recommendations include removing barriers to accessing existing energy assistance programs, increasing funding for home upgrades, and ensuring that the costs of grid modernization are distributed fairly across all users, including large commercial and industrial consumers driving new demand.

The issue has taken on added urgency as 2026 marks another Earth Day, a moment traditionally focused on environmental action but now increasingly intersecting with economic equity and infrastructure planning. Advocates argue that addressing household energy burdens is not only a matter of affordability but also a critical component of achieving broader climate and energy justice goals.

As the nation confronts the dual challenges of decarbonization and technological advancement, the question of who bears the cost of America’s energy growth — whether through utility rates, public funding, or corporate responsibility — has become a central theme in energy policy discussions this Earth Day season.
