The Criminal Police Department held a press conference today to solve the case. Chen Yihong, captain of the Ninth Investigation Brigade, said that the Cultural and Creative Industry Development Law came into effect on June 2 last year, specializing in the resale of scalpers and unfair ticket grabbing. The Ninth Brigade traced the source. After intersecting the 5 investigated cases of ticket scalping under the Cultural and Creative Industries Act, it was found that 3 of the cases involved the use of the well-known computer ticket grabbing program “Max Ticket Stealing Robot”. Subsequently, they cooperated with the Criminal Police Brigade of the Taipei City Police Department and the Criminal Police Department of the Hsinchu City Police Department. The police brigade formed a special task force to investigate.

Zhang Yijun, the second captain of the Ninth Investigation Team, explained that the suspect involved in the case was traced to 45-year-old Yao Nan. Since March 2018, he has written a computer ticket grabbing program “Max Ticket Grabbing Robot” that can target major domestic ticketing systems. Concert tickets, including Tuoyuan, KKTIX, Kanhong, Era, ibon and Fami, etc., you can easily and quickly purchase tickets as long as you plug in this program and fill in the relevant parameter information in advance.

According to the investigation, Yao Nan also opened a Facebook fan page and blog in his spare time to share instructional videos and articles about the “Max Ticket Grabbing Robot”, teaching people to use this program to buy concert tickets, and making the ticket grabbing program and source code available to the public. Download to attract scalpers and the public to use it. The ticket grabbing activities include the concerts of British rock band Coldplay, Korean singer IU (Lee Ji-eun) and Jacky Cheung.

In addition, Yao Nan also randomly forged ID numbers to register member accounts of the ticketing system, causing people to be unable to purchase tickets because their ID numbers were stolen. Yao Nan also posted on Facebook to instruct people to open more small accounts to purchase tickets. , causing chaos of “unfair ticket grabbing”.

The task force investigated and found that after Yao Nan wrote his own ticket-grabbing program, he used it to buy a total of 6 tickets for himself or for his family members, and also used it to receive a “donate” amount of approximately NT$37,000 in the past 6 years. .

The whole case was reported to the Hsinchu District Prosecutor’s Office to direct the investigation. The task force applied to the Hsinchu District Court for permission to search. On April 16, they went to Hsinchu City with a detention ticket and a search ticket to search and arrest Yao Nan. They seized 2 laptops and mobile phones. 1 bank book, 1 set of computer ticket grabbing program and source code and other stolen evidence.

Yao Nan confessed that he started writing the “Max ticket grabbing robot” and testing it because he felt that the ticket grabbing rules of many domestic ticket purchasing platforms were unfair and that many scalpers were snatching tickets, causing damage to the rights and interests of ordinary people. There was no illegal intention.

After an inquiry into the entire case, Yao Nan was sent to the prosecutor’s office for investigation in accordance with the forgery of documents and the Cultural and Creative Law, and was ordered to be released on bail of 10,000 yuan.

Chen Yihong pointed out that after the Cultural and Creative Law was officially implemented, the Criminal Bureau and the police stations of various counties and cities formed a “joint bullfighting team” to strengthen the investigation and arrest of unscrupulous people who use irregular computer programs to scan tickets.
