EU Proposes New DMA Compliance Measures for Google

The European Commission has proposed new measures requiring Google to share its search engine data with competitors, including anonymised ranking, query, click and view data, under fair, reasonable and non-discriminatory (FRAND) terms to comply with the Digital Markets Act (DMA).

The proposal, outlined in consultation DMA.100209 opened on 16 April 2026, aims to ensure effective sharing of Google Search data with third-party online search engines, including AI chatbots with search functionality, as required by Article 6(11) of the DMA. The Commission sent its preliminary findings to Alphabet on that date, detailing the draft measures it must implement to meet its data sharing obligations.

Teresa Ribera, the Commission’s executive vice-president for Clean, Just and Competitive Transition, emphasized that access to search data is a key input for online search and developing new services, including AI and should not be restricted in ways that harm competition. She stated that in fast-moving markets, small changes can quickly have a big impact, and the Commission will not allow practices that risk closing markets or limiting choice.

The consultation on the proposed measures is open to all citizens, companies and organisations, with a deadline of 1 May 2026 at 23:59 CEST. The Commission especially welcomes contributions from companies directly affected by the proceedings, namely those providing online search engine services, including AI chatbots with search functionality.

Google has been required to comply with the DMA since March 2024. Although it initially planned some changes in accordance with the legislation, the Commission levied preliminary charges against Google a year later, arguing that Google Search and the Play Store had not met their obligations for market competition. Google offered possible adjustments to how search results are displayed in response, but the Commission is pursuing more robust changes to its search business.

The proposed measures would require Google to let rivals access data points such as ranking, query, click and view data on FRAND terms. The Commission is accepting comments on the proposal through 1 May 2026, and Google’s legal team is expected to respond during the consultation period.
