“Brother Fajar used the intermediary of sister V to look for minors. Sister V then asked sister F (suspect aged 20 years) to claim to be a junior high school child to Brother Fajar,” said the Coordinator of the Uli Parulian Sihombing Human Rights Enforcement Subcommission in a press conference at his office, Jakarta, Thursday (3/27).

Uli said the criminal offense of sexual violence and exploitation of children by Fajar involved the participation of intermediaries and/or carried out through the Michat application.

Fajar asked F to bring a younger girl with the reason to play with girls. F then brought a 6 -year -old girl to play with Fajar.

“Unknown, sister F, sister Fajar molest and recorded immoral acts,” Uli said.

He said the video recorded and disseminated by Fajar was carried out without the Concentration of Child Victims (6 years) and was carried out as a form of pleasure because it succeeded in molesting a minor.

“There has been no evidence that leads to economic benefits in the recording and dissemination of the video,” he added.

In addition, Fajar also committed immoral acts against 16 -year -old children who were met through Michat and 13 -year -old children through an intermediary for children aged 16 years.

There are at least seven room bookings in several hotels in the city of Kupang on behalf of Fajar.

“Based on these findings, Komnas HAM emphasized that there had been a human rights violation committed by the former Ngada Police Chief, AKBP Fajar Widyadharma Lukman Sumaatmaja, against a 6 -year -old child,” said Uli.

“Brother Fajar as law enforcement officers uses power relations to make sexual abuse of underage girls [6 tahun]then record the sexual activity and disseminate the recording results, “he continued.

Another form of action is immoral acts committed by dawn against minors (age 13 years and 16 years).

According to Uli the criminal offense of sexual violence and exploitation committed by Fajar should be allegedly carried out systematically and involves intermediaries that must be revealed the existence and role of the NTT Regional Police in the occurrence of criminal acts of sexual violence and exploitation of children.

“Based on this, Komnas HAM considers that Brother Fajar has committed a serious violation of the rights of children to get a sense of security and free from violence, including sexual violence and exploitation as regulated in Law Number 12 of 2022 concerning Criminal Acts of Sexual Violence, Law 35/2014 concerning Child Protection, and Law 21/2007 concerning Eradication of Criminal Act of Trafficking in Persons,” explained Uli.

The above findings were obtained by the National Commission on Human Rights after coordinating and requesting information to the Directorate of Criminal Act and PPO Bareskrim Polri and the NTT Regional Police Directorate of Criminal Investigation related to the investigation and investigation of the case.

Then ask for information from two child victims (13 years and 16 years), parents of the victim’s victim (6 years), and one suspect who helped dawn in committing criminal acts of sexual violence and exploitation of children.

Komnas HAM also coordinated with the ranks of the Kupang City Government related to the protection and assistance of child victims, as well as reviewing the location and requests for witnesses’ statements at the crime scene.

For these findings, Komnas HAM gave recommendations to a number of parties such as the Indonesian Police, the Governor of NTT and the Mayor of Kupang and the Minister of Communication and Digital.
