France to Revamp Job Search Monitoring for Unemployed
PARIS (AP) — France is set to modify its monitoring of job searches for the unemployed, shifting the focus from simple attendance at meetings to the effectiveness of their efforts.The new decree, slated to take effect june 1, aims to create a fairer and more effective system, officials said Thursday.
Jean-Pierre Tabeur, director of personalized support at France Labor, explained that the current system relies on a “fairly mechanical sanctions system” were absence from a meeting, without justification, could lead to being removed from unemployment benefits.
Sanctions to Reflect Job Search Activity
Tabeur described the current sanction as “rude” and sometimes ”unfair,” particularly for those actively seeking employment. the new decree will allow officials to consider the job seeker’s documented efforts before imposing penalties. “If we have a lot of traces of his job search…we can rule that there is no need to go further in terms of sanction,” Tabeur said.
The revised system introduces a “suspension-remobilization sanction,” which Tabeur said would be the most frequently applied. This approach aims to maintain support for the unemployed while still enforcing accountability. “The sanction will impact a percentage of your replacement income,” he stated, adding that the specific percentage “will specify (the) fork” in the decree. However, the sanction will be lifted immediately if the individual “resumes his active steps with our aid,” according to France Labor.
Pilot Program Shows Promise
France Labor reported that the “job search control” system has been piloted in eight regions since July: Auvergne-Rhône-Alpes, Brittany, Grand Est, Hauts-de-France, La Réunion, Nouvelle Aquitaine, Occitanie, and Provence-Alpes-Côte d’Azur. Initial assessments indicate that “this new procedure does not increase the penalty rate.” Moreover,the agency noted a 21% reduction in file processing times (approximately 4.5 days) and increased productivity in conducting controls.
2024 Unemployment Figures
According to France Labor’s annual assessment, in 2024, 55% of the 616,367 unemployed individuals whose cases were reviewed were actively seeking employment. Another 21% were deemed to “need revitalization.” However, 17%, or 103,765 individuals, were removed from the unemployment rolls. More than half of the controls initiated last year focused on job seekers in high-demand sectors or those undergoing training, suggesting a higher likelihood of finding work.
One in five controls were initiated randomly,a procedure designed to ”guarantee the principle that any job seeker can possibly be controlled,” Tabeur said. In 15% of cases, the control was triggered by a report from the advisor supporting the unemployed individual.
Prime Minister Gabriel Attal announced in March 2024 plans to triple the number of checks over three years, aiming to reach 1.5 million by 2027.
