Investigation into Alleged Corruption in Government Procurement Projects Conducted by Mr. Praveen Chanklai or Kamnannok

Investigation into Potential Corruption in Government Procurement Projects

There are concerns of corruption and lack of transparency in the government procurement process, specifically related to Mr. Praveen Chanklai or Kamnannok’s businesses. These businesses operate in the construction contracting industry and are involved in manufacturing and selling asphalt concrete. Under the companies P. Pattanarungroj Construction Co, Ltd and P. Raweekanok Construction Co, Ltd, they have undertaken numerous non-residential building construction projects worth billions of baht.

From 2011 to the present, these companies successfully bid for 1,544 projects from government agencies, totaling over 7.5 billion baht. The suspicion arises from two contracts with significant amounts of 30 million baht each: the bids for the construction of Highway No. 375, Line Or Don Tum – Lam Luk Bua Sub-District, and Highway No. 375, Lam Luk Bua Sub-District – meeting Highway No. 346. These contracts are being investigated for potential violations of fair price competition and transparency in the bidding process.

The Department of Special Investigation (DSI) is currently conducting a detailed investigation into these allegations, as reported by various news sources. On September 15, a high-ranking source from the Ministry of Justice informed the “Daily News Reporter” that the evidence is currently being examined. The DSI has received relevant documents from the Highways Department and themselves and will summon 58 companies that participated in the bidding process as witnesses from September 18 to September 20. The DSI aims to determine if any corruption or improper handling of the auction occurred.

It has been alleged that the companies involved agreed to pay fees for bid envelopes but did not participate in the actual auction process. This raises suspicions of foul play and calls into question the integrity of the entire procurement system. The investigation team, led by Police Lieutenant Colonel Surawut Rangsai, Director of the Crimes Division, has divided into two teams to question relevant individuals.

DSI’s initial database includes 20 projects applied for by Kamnan Nok Company in 2011, with budgets over 30 million baht. However, further reports suggest the possibility of additional projects in the same category. Additionally, projects with budgets exceeding 20 million baht may undergo parallel examinations to ensure complete scrutiny. Two specific projects, the bidding project for the construction of Highway 375, Don Tum District – Lam Luk Bua Sub-District, and the bidding project for the construction of Highway 375, Lam Luk Bua Sub-District – meeting Highway No. 346 will receive extra attention in the coming week, alongside the ongoing inspection of the previously mentioned 20 projects.

In light of these developments, the Central Investigative Police working group has coordinated with the DSI to exchange information and investigate similar cases of suspected corruption in government procurement projects. This collaboration aims to optimize the available resources and improve the effectiveness of the investigations. Additionally, the DSI has been receiving multiple calls from concerned citizens who have identified potential corruption in various projects across the country, indicating a widespread issue that extends beyond the Kamnan Nok project.
