On June 23, the caster Jiro Shinbo appeared on the Nippon Broadcasting System “Jiro Shinbo Zoom That’s It!”, Which he himself serves as a personality. Regarding the loss of the USB memory containing the personal information of about 460,000 citizens, Amagasaki City raised a sense of crisis, saying, “I can’t! This country is terrifying.”

Amagasaki City, Hyogo Prefecture, announced that the personal information of the Basic Resident Register of about 460,000 citizens may have been leaked. A contractor who undertook the payment of extraordinary special benefits put his USB memory containing personal information in a bag and took it home, and lost the bag when he stopped by a restaurant.

Jiro) Impossible! What kind of management do you do? If the personal information stored in the USB memory is only 460,517 basic resident register data of all residents of Amagasaki City, it would be like public information until a long time ago, so it would not have much effect. If I lived in Amagasaki, I might think “I feel uncomfortable” or “Don’t be silly”, but that’s about it. But this time, I can’t do it. The problem is from here.

In addition to the above-mentioned Basic Resident Register data, the USB memory contains 360,573 information on residence tax, 86,026 information on bank accounts of households receiving livelihood protection and child allowances, and extraordinary special benefits for tax-exempt households. There are 82,716 cases of target household information. It is impossible to lose the recording medium containing such information. It includes information on how much you are paying residence tax, whether you are on welfare, how much you are getting a child allowance, and even your bank account.

Is this limited to Amagasaki City, or is it possible for any local government? What is the management of personal information in local governments? It is said that the lost USB memory has a password, but there are people who can break through such a password.

There is one more horrifying thing about this issue. The person who has drunk and misplaced the bag with the USB memory is not an employee of Amagasaki City, but an employee of a private company entrusted by Amagasaki City. In the first place, it is strange to have a system in which one employee of a private company can handle a large amount of sensitive information about citizens. It’s supposed to be very scary, isn’t it?
