AI Bridges Divides and Boosts Civic Engagement in Bowling Green

A small city in Kentucky is showing how artificial intelligence can move beyond hype and deliver tangible benefits to local governance – and possibly, to the nation. Bowling Green recently completed a pioneering project using AI to gather input from residents on local issues, reaching demographics traditionally excluded from civic participation and uncovering surprising areas of agreement across the political spectrum.
Reaching the Unreached with AI
For years, local governments have struggled with low participation in town halls and surveys. Conventional methods often favor those with the time, resources, and inclination to engage, leaving the voices of many unheard. Bowling Green, in partnership with Google’s Jigsaw team and their “Sensemaker” AI platform, sought a different approach.
Rather of relying on conventional methods, the city launched an online platform where residents could respond to open-ended prompts about their community’s challenges and aspirations. The AI then analyzed these responses, identifying key themes and sentiments without requiring individuals to categorize their thoughts within pre-defined boxes.
This format proved particularly effective in reaching previously disengaged populations. The survey was offered in multiple languages, automatically translating responses, a feature lauded by daniel Tarnagda, a local non-profit founder who works with immigrant youth. “I knew that people want to be part of something. but if you don’t ask, you don’t know,” Tarnagda told PBS. The AI-powered approach bypassed barriers of language and time constraints, allowing a broader range of voices to contribute.
from Data to Policy: Saving Time and Finding Common Ground
The results of the Bowling Green experiment were striking. Volunteers are now compiling the AI-identified themes into concrete policy recommendations for county leadership. Jigsaw’s analysis revealed that the AI saved the county an average of 28 work days compared to traditional data collection and analysis methods.
Perhaps even more substantially, the project demonstrated the potential for AI to bridge political divides. By stripping away identifying facts and political labels, the platform fostered a space for anonymous dialog. Constituents discovered they shared more common ground than they initially believed.
“When most of us don’t participate, then the people who do are usually the ones that have the strongest opinions, maybe the least well-informed, angriest, and then you start to have a caricatured idea of what the other side thinks and believes,” explained Jigsaw CEO Yasmin Green to PBS. ”So one of the most consequential things we could do with AI is to figure out how to help us stay in the conversation together.”
Jigsaw is now expanding this work with a new partnership with the napolitan Institute, founded by pollster Scott Rasmussen. this national initiative aims to gauge Americans’ views on essential ideals and the direction of the country, moving beyond local policy to understand the broader national sentiment.
While the bowling Green experiment offers a promising glimpse into the future of civic engagement, it also highlights potential pitfalls. The project explicitly avoided collecting personal or demographic data, but future applications may not adhere to the same privacy standards. Data breaches and the potential for doxxing remain serious concerns, particularly when dealing with sensitive political beliefs.Another critical challenge is algorithmic bias. Recent examples, such as researchers discovering that Elon Musk’s Grok chatbot prioritized Musk’s own opinions when answering sensitive questions, demonstrate the risk of biased AI influencing policy suggestions. Neutrality and objectivity are paramount, and ensuring these qualities in AI-driven governance is crucial.
Despite these concerns, the potential benefits of AI in civic engagement are considerable. If privacy and bias issues are adequately addressed, AI could revolutionize how communities address challenges and foster a more inclusive and productive political discourse. The Bowling Green experiment offers a compelling example of how AI can create a space for divided communities to find common ground and move towards tangible change.
