Man Arrested for Wearing Handcuffs for Fun During Lunar New Year Holiday Cause a Stir on National Police Agency’s YouTube Channel

A man who wore handcuffs for fun during the Lunar New Year holiday and wore them for three days because he couldn’t take them off has been arrested by police.

On the 20th, a video entitled “I was handcuffed for fun, but was I really arrested?” was published on the National Police Agency’s YouTube channel.

According to the police, a report was received on the 11th that a man in handcuffs was eating at a restaurant in Wonju, Gangwon-do.

In the published video, the police called Man A outside the restaurant and asked him: “Are you saying you bought it as a priest? “Where did you get this?” he asked. Mr A then said: “It was from a friend”, and said that he had received it from his friend and was unable to take it off.

Police mentioned the police uniform law, saying: “If you wear handcuffs, you may be misunderstood by others.”

Article 9 of the Police Uniform Law states that “no person shall wear, use or carry similar police equipment”. Violation of this rule is subject to imprisonment of up to 6 months, fines, imprisonment, or fines of up to 3 million won. However, exceptions are made for cultural and artistic performances, various government-sponsored anniversaries, as well as educational and publicity activities for safety culture such as crime prevention and road safety.

The police announced: “The Police Uniform Law was established recently, so it is not possible to wear or possess police gear or similar police uniform equipment.” Mr A then asked back: “Are those really police handcuffs?” and the police replied: “Even if they are not police handcuffs, they are handcuffs.” The handcuffs Mr A was wearing were old police handcuffs.

Eventually, Mr A was arrested on the spot on suspicion of violating the Police Uniform and Equipment Regulation Act.
