Jakarta – Beginning in July 2025,lecturers working under specific ministries will receive performance allowances,according to Presidential Regulation (Perpres) No. 19 of 2025. This excludes lecturers at PTNBH (legal universities) and PTN BLU (State Universities of the Public Service Agency).
Minister of Finance Sri Mulyani explained on Tuesday, April 15, 2025, that lecturers at PTN-BH and PTN BLU institutions are ineligible for the performance allowance as they already receive professional allowances. The announcement was made at the Kemendicektek Building in senayan, Jakarta.
“For lecturers under the Ministry of Education and Training, they are not given performance allowances; they receive professional allowances instead,” Mulyani stated.
Lecturers who possess professional certificates are entitled to professional allowances. Those who do not yet have certification must first meet the requirements to obtain it.
“The lecturer receives a basic salary, inherent allowances, and this professional allowance, as regulated by Law 14/2005 concerning teachers and lecturers,” she added.

Performance allowances will be granted to lecturers employed by universities under various ministries and institutions, including the Ministry of Health, the Ministry of Religious Affairs, and the Ministry of Finance. “Beyond that, eligibility depends on the lecturer’s institution. Some lecturers at PTN-BH or universities with legal entities may receive this remuneration,” Mulyani clarified.
The Ministry of Administrative and Bureaucratic Reform (PANRB) regulates Tukin, a performance-based award for State Civil Apparatus (ASN) employees working in ministries or institutions.
“Tukin in the Ministry of Education and social Affairs was given to Nondena Education Personnel.lecturers at ministries/institutions such as the Ministry of Health, Ministry of Finance, and the Ministry of Religious Affairs received Tukin,” she said.
Minister of Administrative Reform and Bureaucratic Reform Rini Widyantini confirmed that tukin aims to incentivize professional performance among employees.
