North Korean and Vietnamese foreign ministers have agreed to deepen bilateral cooperation across multiple fields following high-level talks in Pyongyang, state media reported Thursday, marking the latest step in a rapid warming of relations between the two communist allies.

The meeting between North Korea’s Foreign Minister Choe Son-hui and Vietnam’s Foreign Minister Le Hoai Trung took place Wednesday at the Assembly Hall in Pyongyang, according to the North Korean state news agency KCNA. Trung arrived in North Korea as a special envoy of Vietnamese President and Communist Party General Secretary To Lam, following up on a summit between Kim Jong-un and Lam in October 2025.

In a statement, KCNA said the two ministers “agreed to further deepen exchanges and cooperation in various areas and strengthen strategic communication as well as mutual support and cooperation between external policy organs of the two countries.” The statement emphasized the “friendly ties” between the nations, which have grown significantly since Kim Jong-un’s historic visit to Vietnam last year.

A separate meeting was also held between Kim Song-nam, secretary of the Workers’ Party of Korea’s central committee and chief of its international affairs department, and Le Hoai Trung. The two vowed to “further strengthen party-to-party exchanges and cooperation,” framing their relationship as having “risen to a new height” following the October summit.

The talks come amid broader regional shifts in North Korea’s diplomatic strategy, as Pyongyang has increasingly sought to diversify its international partnerships beyond traditional allies like China and Russia. Vietnam, a fellow communist state with historical ties to North Korea, has emerged as a key partner in recent years, particularly in trade and energy sectors.

While the KCNA report did not specify concrete agreements or projects, the emphasis on “strategic communication” and “mutual support” suggests a focus on political coordination and potential economic collaboration. Observers note that Vietnam’s role as a mediator in regional disputes could also be a factor in the deepening ties.

This is the second high-level diplomatic engagement between the two countries in recent months, following Kim Jong-un’s three-day visit to Hanoi in October 2025, where the leaders discussed economic cooperation and regional security issues. The current talks indicate that both sides are committed to building on those discussions, with Vietnam’s presence of a presidential envoy signaling the importance of the relationship.

No immediate details were provided on whether the talks addressed international issues such as North Korea’s nuclear program or regional tensions in Northeast Asia, though KCNA noted that the ministers discussed “a wide range of international and regional issues” during their meeting.

The development comes as North Korea continues to navigate complex diplomatic relations, balancing its traditional alliances with efforts to engage with Western and Southeast Asian partners. Vietnam’s willingness to engage with Pyongyang at this level reflects both historical solidarity and pragmatic interests in regional stability.
