According to the CCTV footage obtained by the police, before the accident, there were 6 to 7 elementary school students in the flats playground, including Group A of the deceased. Two boys pushed and played on a rocking chair where three girls were sitting. Suddenly, however, the pillars of the rocking chair could not withstand the force and broke, causing the steel structure to fall helplessly forward. Unfortunately, Group A, who were sitting in front of a rocking chair and playing, suffered a disaster.

Under current law, children’s play facilities are required to undergo periodic safety inspections, such as installation inspections by safety inspection agencies designated by the Ministry of Public Administration and Security, regular facility inspections, and a self-inspection by the facility manager once the month. According to Gyeongsan City, the playground where the accident occurred was classified as a community exercise facility, not a children’s play facility, and was exempt from various inspections.

A police officer said, “Since this was an accident where a child died, who should be protected by adults, even if the accident happened in a community sports facility rather than a children’s play facility, it cannot be excused.”
