[Qin Peng Live]The reason why the CCP stopped issuing passports involves state secrets? | CCP Immigration Bureau | Application for Asylum | Epidemic

[Epoch Times August 05, 2021]Hello, everyone, it is 6:30 pm on August 4th, Eastern Time, August 5th, Beijing Time. Welcome to chat about current affairs every day. I am Sydney (Wang Yuhe); I am Qin Peng.

Today’s focus: the country is blocked. The CCP’s Immigration Bureau: temporarily does not issue ordinary passports and other entry-exit documents; Xi Jinping’s ten years in power, more than 600,000 Chinese fled the mainland and applied for asylum in other countries.

S (Sydney): On August 4, officials of the CCP’s Immigration Bureau stated at the State Council’s Joint Epidemic Prevention and Control Mechanism Press Conference that in order to prevent the entry of the epidemic, the issuance of ordinary passports and other entry and exit documents will be suspended. Previously, official data showed that in the first half of 2021, the number of ordinary passports issued nationwide was only 2% of the same period in 2019. However, is the reason for the refusal really due to the epidemic? The police said to the family of lawyer 709: This is a state secret.

Q (Qin Peng): According to the latest data from the UN refugee agency, the number of Chinese seeking asylum in other countries has increased from 7,732 in 2010 to 107,864 in 2020, a 13-fold increase in 10 years. Most of these growth trends were formed after Chinese President Xi Jinping took office. So, what is the difference between the reasons for asylum now and before?

The CCP suspends private passports on the grounds of epidemic prevention. The real reason is that it involves state secrets?

S: In the past few days, the Chinese Communist Party has reiterated the suspension of the issuance of ordinary private passports twice, which has caused great repercussions and discussions at home and abroad. Let’s discuss today what is the reason behind this and what kind of impact it will cause.

Q: Let’s take a look at the official statement of the Chinese Communist Party.

Suspend private passports for epidemic prevention

On August 4th, Liu Haitao, Director of the Border Inspection Management Department of the State Immigration Administration of the Communist Party of China, said that at present, the rebound of overseas epidemics is very obvious, and China’s “foreign defense import” is facing a severe situation. The National Immigration Bureau will strictly examine and approve the issuance of entry and exit documents for citizens, and will not issue ordinary passports and other entry and exit documents for non-essential and non-emergency reasons.

S: Liu Haitao said that applications for overseas study, employment, business, etc., who have real needs, will be processed in a timely manner, and the entry documents will be issued after verification.

This statement echoed the statement made at the press conference of the CCP Immigration Bureau on July 30. At that time, the spokesperson of the Bureau of Immigration and Director of the Policy and Regulations Department Chen Jie said: “For non-essential and non-emergency exit reasons, ordinary passports and other entry and exit documents will not be issued temporarily. If the applicant has no urgent and necessary reasons, it is recommended to cancel or postpone the exit plan. .”

Q: However, what surprised Chinese netizens is a set of figures released by the Immigration Bureau. In the first half of 2021, China issued a total of 335,000 ordinary passports. The main reasons were studying abroad, employment and business. The number of issuances was only the same period in 2019. Of 2%.

S: Such a huge gap is obviously in line with the news that China has suspended passport processing and 46 ports have closed in the past few months. At that time, some people still thought that this was only a temporary phenomenon and expected to open soon, but the two official news in the last week obviously surprised many people: Is it really closed?

Qin Peng, we have seen that the Chinese Communist Party’s official statement is about the need for epidemic prevention. However, many netizens do not believe it. What do you think of this matter?

Refusal to issue passports started as early as last year

Q: The CCP is currently suspending the issuance of passports. I think there are some reasons for the prevention of the epidemic, but this is certainly not the whole reason, because as early as last year, we saw the CCP strictly control the exit of nationals. All passports applied for tourism purposes will not be issued. The new pass has also been suspended, and there are people working in the United States whose passports have expired and they have stopped replacing them.

It now says that it will apply for those who study abroad, business and work, but those who worked in the United States in the past, if their visa expires, they can apply locally in the United States, so they don’t have to go back and it won’t affect epidemic prevention, right? Then why stop processing it?

Today I saw a report from Radio Free Asia that there are businessmen in the United States whose passports expired and their children returned to the mainland before the full moon, but the officials refused to do so and could not return. There were also a few people who reissued their passports in Los Angeles, but they didn’t do it. They were very angry and planned to hire American lawyers to sue the consulate in the United States.

In addition, some time ago, many netizens reported that they had their passports confiscated and their visas cut off when they arrived at the airport and were about to leave the country. I think this obviously cannot be simply explained by epidemic prevention.

S: Well, except for those whose passports expired, they couldn’t renew, had to go back to China, or simply couldn’t get out. Many people report that their normal lives have also been affected.

The South China Morning Post reported on July 31 that a Beijing resident who requested anonymity revealed that her passport had expired. She had to renew her passport because she had to take the Chartered Financial Analyst (CFA) exam. When it refused, officials of the Chinese Immigration Bureau said that this was not a “special reason.”

She said: “They asked me to write about my situation and submit an exam permit, but I couldn’t apply for the exam without a valid passport. Later, they asked me to send out the CFA exam guide, which I sent out two days ago and I haven’t received a reply yet. .”

In April this year, a mainland citizen posted on the “Douban” platform that he did not plan to go abroad, but he needed to renew his passport to handle overseas business matters to a foreign client, but was rejected.

Q: A while ago, many people on the Internet reported that they went to the airport and planned to fly abroad, but their visas were torn up.

S: It’s understandable if it hasn’t been processed yet, but it’s been torn apart after it’s processed. This is really unsatisfactory and inconsistent with the law.

Q: However, the CCP has not always talked about the law.

Prevent entrepreneurs and other elites from running away?

S: We have seen that for the reason why the CCP has stopped issuing passports, Li Yuanhua, the former associate professor of Beijing Normal University, analyzed that this is because China’s economy has been severely down under the epidemic. The CCP has less and less money, and foreign exchange is in short supply. It is afraid Chinese people go out to spend money, fearing that the money will go overseas; in addition, it may also fear that these people will not return after they go abroad. Therefore, it has tightened the restrictions on people’s exit. In fact, it is a step backwards.

Q: I think this is a real reason. I’m afraid that ordinary businessmen, especially private entrepreneurs, will run away. In particular, the CCP is currently vigorously promoting the country’s advancement and the people’s retreat. I’m even more afraid that they will take all the money away.

In addition, there are also a group of people that the CCP strictly guards against leaving the country, scientific researchers and CCP officials. We know that after the outbreak of the great plague last year, the CCP had too many secrets to cover up the epidemic, so the exit of these people was restricted.

S: Yes. The official passports of many officials, teachers, and scientific researchers were confiscated. I’m afraid they ran away.

Is the relevant law a state secret?

In addition, a video of Li Wenzu, the wife of 709 human rights lawyer Wang Quanzhang, was also circulated online in the past two days. She went to the police station where she was registered to apply for a passport for her son, but the police refused to do so. One of the officials also told her that the relevant law is the state. confidential. There seems to be some secret hidden in it. Let’s take a look at this video first.

Qin Peng, why do you think the police did not issue passports to Li Wenzu and them?

Q: There are indeed secrets hidden in it. The CCP has a control list for entry and exit personnel, and many sensitive people that the CCP guards against are on this list. This is called border control, border control. Many people may not know that, in fact, many of the CCP’s own officials have also been charged. They actually did not commit any crimes or had anything to do with them. However, because they possessed too many CCP secrets, the CCP was also afraid that these people would run away and expose them. It endangers the rule of the CCP.

I think lawyers like 709 and their family members are on the border control list. The CCP is afraid that these people will escape to other countries and expose its evil crimes to the international community.

S: Some viewers may not know that the arrest of China’s 709 human rights lawyers refers to the large-scale arrests, summons, criminal detentions, removals, and losses of as many as 23 provinces by the Chinese Communist Party’s public security authorities on July 9, 2015. The united and interviewed hundreds of lawyers, civil rights defenders, petitioners and their relatives. As a result, the whereabouts of some people are unknown.

A while ago, Mr. Tang Yoshida, a 709 lawyer, his daughter was critically ill in Japan. The CCP also restricted him from visiting her daughter in Japan. Tang Yoshida ran around and appealed to him. Many people criticized the CCP for being inhuman. It seems that Tang Jitian was also restricted from leaving the country for this reason.

Q: Yes. Therefore, the CCP restricts passports and the epidemic prevention is only part of the reason.

The CCP has stolen the country for more than 70 years and has done too many bad things. It is always afraid that the Chinese will recognize it and expose it. Therefore, it is always afraid that the Chinese will run away and take away the party’s secrets and money.

Some netizens said: “No more passports are issued to the people easily, but the first requirement of the United States is to give visas to the Communists and their families. Is it absurd? Not at all! This is the real and most classic Communist Party! Old man! This joke has been circulated in the Soviet Union as early as, but it is actually a real version…”

More than 600,000 Chinese fled in ten years, a 13-fold increase in asylum reasons

S: However, this cannot stop the Chinese from escaping through various means. We have seen that the latest statistics released by the UN refugee agency show that in the past 10 years, after Xi Jinping came to power, 600,000 Chinese fled and sought political asylum in other countries.

Q: This is a scandal by the Chinese Communist Party. It has always advocated the superiority of socialism and said that two-thirds of the world’s people live in dire straits, but why don’t people from other countries escape to China, but so many Chinese people can’t live in China anymore? Escape to other countries?

S: Yes. Just three years ago, when Filippo Grandi, the UN High Commissioner for Refugees, visited China, he also praised the CCP’s “One Belt One Road” initiative for “seeking a long-term solution to the refugee crisis.”

However, statistics from his leading agency show that the number of Chinese citizens seeking asylum in other countries has risen sharply in the past 10 years. In other words, most of these growth trends were formed after Xi Jinping took office.

Statistics show that the number of Chinese seeking asylum in other countries has risen year by year from 7,732 in 2010 to 107,864 in 2020, a 13-fold increase in 10 years.

Q: The number is growing fast enough. So, how has the type of asylum seekers changed?

We know that in the past, family planning, religious persecution, and Falun Gong practitioners accounted for the majority of Chinese people who went abroad for asylum. Then, in the past ten years, what differences have occurred among Chinese people seeking asylum overseas?

The 709 lawyers arrested in 2015

S: It is indeed very different. Teng Biao, a human rights lawyer who was detained by the Chinese Communist Party during the Hu Jintao era, said:

“After Xi Jinping came to power, the situation changed very quickly… He had a large-scale comprehensive approach to various civil forces, not only lawyers, but also journalists, scholars, religious figures, etc., of course, Tibetans and Uyghurs. The suppression of political asylum. This has caused a marked increase in the number of people seeking political asylum.”

VOA reported that Li Jinjin, an immigration lawyer in Queens, New York, said: “Human rights lawyers and activists have become a new reason for political asylum.” He was referring to the arrest of lawyers in 709 in 2015 after Xi Jinping came to power, and Compulsory demolition incidents across the country and a large number of petitioners.

Q: This is indeed a big change. In the 709 arrests that began in 2015, more than 248 human rights lawyers and human rights defenders were detained and interrogated. Later, some people were forced to flee China. I met lawyer Chen Jiangang and human rights activist Xiang Li when I was in the United States.

Lawyer Chen Jiangang was suppressed by the CCP because he refused the official request of the CCP and defended Falun Gong practitioners and some sensitive persons. The national security police even used a gun against his son’s head, forcing him to give up.

Before, I really did not think that even these lawyers had to flee and seek asylum overseas. Of course, most people, the CCP does not let them go abroad.

NGOs, ethnic minorities, Christianity

S: Yes. In recent years, members of Chinese and foreign non-governmental organizations, feminist organizations, and Christian house churches have also been arrested. Many people were also forced to flee.

The wave of asylum by Uighurs has also emerged in the last ten years. Yili Shati, director of the China Affairs Department of the World Uyghur Congress, said that there are about 100,000 Uyghur refugees in Turkey. He said, “These refugee families were forced to separate. Some men were sent back to China by the Thai government, and the women and children were taken away by Turkey. These families are in a very difficult situation.”

He also said, “Starting from 2012 and 2013, a large number of Uyghur young people have appeared sharply, the youngest can reach 10 years old, the oldest can reach 20 years old… This is the first group of these Uyghurs to come to the United States. He said that the parents of these children told them before they left, “Apply for political asylum in the United States and never return.” He said that they were the first Uyghurs in the United States that he saw with his own eyes. .

He also said that beginning in 2014 and 2015, Uighurs had fled their homes in Xinjiang through the sale of property without a passport. “It is to sell everything, and then to Yunnan, Guizhou, etc., and then through Myanmar, Vietnam, Laos, and then walk until Malaysia, Thailand, etc., and then to Turkey through these countries.”

Q: Yes. One way for the Chinese to escape from the mainland is through Yunnan, Guizhou, Myanmar, Vietnam and other places, and then land to other countries. The main way for North Korean defectors to escape was to walk through this route. This journey is very difficult, not only may be caught, but also may be violated by scammers or hooligans.

We had a video a while ago, and we also analyzed that the CCP is building a wall on the border between China and Myanmar. It is nominally to prevent the epidemic. However, we have cited many sources and evidence for analysis. In fact, these walls are used to prevent the Chinese from escaping. The separation wall was being built before the epidemic, and the spikes of the barbed wire on it were all facing China. Obviously, they were afraid of the Chinese escape, rather than the Burmese who were afraid of the epidemic from escaping to China.

Hong Kong people are forced to embark on the road of fleeing

S: Yes. In the last ten years, the most unexpected category of asylum seekers is the Hong Kong people who were once famous all over the world for their wealth, freedom, and professionalism. Because of the return in 2019, the CCP has now turned Hong Kong into a mainland city, and many Hong Kong people were later forced to embark on the road of fleeing.

However, Yang Jinxia, a Hong Kong human rights activist in New York, said that the number of people seeking asylum in Hong Kong should be “a few hundred at most.”

Q: This should be because of the special relationship between Hong Kong people and the United Kingdom and Canada. Therefore, these two countries have given them free status conversion. For example, young people’s parents have BNO (British National Overseas Passports). Go to England easily. Moreover, most of the people in Hong Kong are professional and technical personnel with money and high quality, so they are welcomed by all countries. For example, Australia, Singapore and Thailand all welcome Hong Kong people.

Asylum seekers created by the Red Wanted Order

S: Yes. In addition, I have also noticed that there is a special type of asylum seeker in the report of the Voice of America, that is, the asylum seeker created by the Red Wanted Order. The CCP used Interpol’s Red Notice to arrest some so-called “corrupt persons” in various countries.

However, because the CCP’s action is a political movement, many provinces and cities allocate quotas, and the lower levels use it as a political indicator to complete it. In this way, there are a few people who have been wronged. For example, Liu Xie, No. 12, a “hundred red-pass personnel” represented by Lawyer Li Jinjin in New York, was one of them, and he was later granted asylum by the U.S. government.

Liu Xie is the payment administrator of the Social Security Fund Management Center of Tongzhou District, Beijing. Baidu and Xinhua News Agency still refer to him as “spoofing 700,000 yuan of social security funds,” but he has been granted asylum in New York in 2020.

Lawyer Li Jinjin said that Liu Xun told him that he first discovered the problem and exposed his leadership to the procuratorate. “The procuratorate arrested him and said that he did it. Forced him to confess, beat him, and beat him. In this case he ran out.”

Q: Li Jinjin said, “In addition to the leadership of the social security work process, ordinary workers can’t get social security funds at all. This needs to be transferred to China Post Bank through the county government and district government, and local people open an account to obtain it.”

Li Jinjin said that if his guest is convicted of stealing 700,000 yuan of social security funds from an old man’s 200 yuan a month social security fund in two years, he needs to fabricate 140 fake heads and must obtain the cooperation of the public security department. There were no conspirators in the charges against him.

S: Li Jinjin said that later the judge accepted his argument, saying that the evidence materials and the procedures shown were sufficient. I think the American judicial system is more credible, and everything has to go through the process to provide evidence.

Q: Well, let’s not say that the CCP’s indulgence of insiders is also very typical. It has been very strong since its inception. Many general secretaries of the Chinese Communist Party were defeated. Chen Duxiu’s daughter, who disappeared after jumping into the sea in 1970, was later discovered, leaning on the soy sauce barrels, miraculously drifting from Guangzhou to Hong Kong, and then after a short stay in Hong Kong, to Canada. Later, I went to the United States. This can be regarded as an earlier asylum seeker of the CCP insiders.

The CCP’s system has no laws and no humanity results

S: Gao Wenqian, the author of the book “Zhou Enlai in Later Years”, said that Xi’s policies have created a large asylum reserve group in China. “He has greatly intensified the conflict with the Chinese people, young people who have been suppressed for various reasons, intellectuals who dare not speak up, private entrepreneurs, ordinary people who have been cut leek, and so on.”

“The Economist” article said: “Xi Jinping, who lifted the term limit for the president of the country, has not shown any signs of liberalization as he ages. The number of asylum seekers in China may continue to rise.”

Q: However, I think if there is no Xi Jinping and Bo Xilai may have come to power, there will still be a large number of Chinese fleeing. Therefore, in essence, the CCP system has no laws and no humanity. This has led to a large number of Chinese people being forced to leave their homes and seek asylum in other countries. This is the evil of the Communist Party system. The CCP is immortal. Even if a new leader comes to power, this result cannot be changed in essence. Therefore, I have been saying, “There will be a new China without the Communist Party.”

S: Well, even in the party, it has to be changed by the system. This may also be Xi Jinping’s original sin.
