The Federal Reserve and other central banking institutions are navigating a complex shift toward greater transparency in supervisory processes, though internal disagreements persist regarding the potential risks of disclosing regulatory models.

On February 19, 2026, Federal Reserve Governor Michelle Bowman signaled a push for increased predictability and transparency in bank supervision. Speaking at the Federal Reserve’s Banking Outlook Conference, Bowman outlined priorities intended to influence investor confidence, financial markets and lending conditions.

Focus on Stress Testing and Capital Rules

A primary objective of the proposed shift is to improve visibility into the Federal Reserve’s annual stress-testing program. This program is critical to the banking sector as it determines the amount of capital the largest banks must maintain to withstand economic shocks.

Bowman stated that the goal is to ensure that stress testing remains rigorous while also improving transparency and reducing unnecessary volatility.

The Federal Reserve Governor noted that capital requirements directly impact lending activity, shareholder payouts, and investor sentiment toward financial stocks. Historically, sudden regulatory changes have caused market swings when banks are forced to adjust their lending strategies or buyback programs.
