Enhanced Financial Aid System for Students Throughout Their Studies
China Youth Daily, Beijing, October 29 – The Ministry of Finance, the Ministry of Education, and the Ministry of Human Resources and Social Security have jointly issued a notice to adjust the national scholarship and bursary policy for higher education and high school. This move aims to further improve the coverage of the financial aid system for students throughout their studies.
Higher Education Level: Increased National Scholarships and Raised Standards
Starting from 2024, the number of national scholarship awards for undergraduate and junior college students will be increased from 60,000 to 120,000 per year. The award standard will also be increased from 8,000 yuan per student per year to 10,000 yuan. Additionally, the number of national scholarship awards for postgraduate students will be increased from 45,000 to 90,000 per year.
The national motivational scholarship award standard for undergraduates will be increased from 5,000 yuan per student per year to 6,000 yuan. The average national scholarship standard for undergraduate college students will be increased from 3,300 yuan per student per year to 3,700 yuan. Colleges and universities can set the specific standard within the range of 2,500-5,000 yuan per student per year and divide it into 2-3 levels.
Central Financial Support Standard for Postgraduate Academic Scholarships to be Increased
Starting from 2025, the central financial support standard for postgraduate academic scholarships in central universities will be increased. Master’s degree students will receive 10,000 yuan per student per year, up from 8,000 yuan, while doctoral students will receive 12,000 yuan per student per year, up from 10,000 yuan. Localities can improve local financial support policies for postgraduate academic scholarships in affiliated universities based on actual conditions.
High School Education Stage: Raised Standards and Expanded Coverage
Starting from the spring semester of 2025, the average funding standard for national scholarships for ordinary high schools will be increased from 2,000 yuan per student per year to 2,300 yuan. Eligible full-time third-year students in secondary vocational schools will be included in the scope of national scholarship funding, and the average funding standard will be increased from 2,000 yuan per student per year to 2,300 yuan.
Funds Allocation and Supervision
The funds required for this policy adjustment will continue to be jointly borne by the central finance and local finance according to the current channels and sharing methods. Relevant departments will urge all localities to coordinate the allocation of funds, issue budgets in a timely manner, and supervise and manage the use of funds and policy implementation.
