Reasons for the exercise in question include “provocative statements and threats against Russia by some Western officials”, according to the Russian Ministry of Defense. Russian forces through exercises are expected to confirm that they can “ensuring territorial integrity and sovereignty unconditionally” of this country.

Russia has a variety of nuclear-capable weapons, from long-range intercontinental ballistic missiles to smaller-range tactical nuclear weapons. In the context of the Ukraine conflict, senior Russian officials, including President Putin, have stated that the country’s nuclear doctrine permits the use of nuclear-capable weapons while the existence of the country family is threatened.

Previously, the US and its allies accused Moscow of threatening to use nuclear capabilities. However, Putin said there was no moment in the conflict that required such a radical move as a nuclear attack.

CNN once quoted a US government official as saying that US President Joe Biden’s administration is particularly concerned about the possibility of Russia using tactical nuclear bombs.

According to the source, the US National Security Council held several meetings from late summer to fall 2022, to establish plans. “In the event that there are very clear signs that Russia is going to attack with nuclear weapons, or if they have just done so, how will the United States respond, trying to put in place measures to prevent that.”
