Superintendent Seo Geo-seok files complaint against parents for violating malicious educational activities

Jeonbuk Special Self-Governing Province Superintendent of Education Seo Geo-seok reported to the police parents who interfered with teachers’ legitimate educational activities and recklessly violated educational activities and teachers’ rights.

The Jeonbuk Special Self-Governing Provincial Office of Education announced that Superintendent Seo Geo-seok filed a complaint against Parent A at the Jeonju Deokjin Police Station on the 18th on charges of obstruction of official duties, false accusation, injury, and defamation.

The Jeonbuk Office of Education said, “Mr. A filed multiple complaints with the National Human Rights Commission of Korea over the three years from April 2021 regarding the legitimate guidance of his child’s homeroom teacher, two reports of child abuse, three reports of perpetrators of school violence, and multiple complaints. “We are filing various civil complaints, civil, criminal, and administrative lawsuits,” he said, adding, “This is a clear violation of academic rights that has caused teachers to suffer maliciously for a long time.”

This incident began in April 2021 when the homeroom teacher gave a red card to a student who was making a fuss during class. Mr. A reported the homeroom teacher for child abuse, claiming that his child had been emotionally abused.

However, the homeroom teacher was cleared of child abuse charges by the Constitutional Court’s decision to revoke the suspended indictment in October last year.

The homeroom teacher was recognized by the School Rights Protection Committee in July 2021 as having suffered a violation of teaching rights due to undue interference from parents. Mr. A objected to this and filed an administrative trial and administrative lawsuit, but the Supreme Court ruled that the school’s actions were justified.

Mr. A appealed the decision of the Constitutional Court to the prosecution twice, and again reported the homeroom teacher for child abuse in November of last year. When this report was dismissed, an application for reconsideration was again made to the High Court, but the decision was dismissed.

Separately, Mr. A sued his homeroom teacher for writing false official documents and violating official secrets. The police concluded this case with no charges.

Mr. A reported again as a school violence perpetrator in February of this year due to the homeroom teacher hugging his child in 2021.

On the 17th, the Jeonbuk Office of Education held a meeting of the Jeonbuk Special Self-Governing Province Educational Rights Protection Committee and decided to file a complaint against Mr. A on behalf of the superintendent.

The committee determined that malicious and indiscriminate complaints and complaints filed by parents who do not respect the expertise and rights of teachers interfere with legitimate educational activities, reduce the school’s educational capabilities, and ultimately cause harm to other students.

This is the first time that a superintendent of education has filed a complaint on behalf of a parent for violation of teaching rights.

Superintendent Seo Geo-seok said, “As superintendent of education, it is not an easy decision to report parents, but we will take strict action against reckless violations of teaching rights that interfere with teachers’ legitimate educational activities.
