The Qingshui Bridge under the Su-Hua Highway on Provincial Highway 9 was destroyed by falling rocks, accidentally revealing the old bridge from the Japanese colonial period that had been hidden for more than 50 years. The structure of the bridge abutment was evaluated by technicians. It is very stable and has a stable bearing capacity. It was rebuilt and reinforced into a temporary steel bridge to shoulder the heavy responsibility of transportation.
The Xiaqingshui Bridge (158.6K) has a span of 25 meters and a depth of 20 meters. It was destroyed by falling boulders during this strong earthquake. It was the most severely damaged section of the Suhua Highway. Two-way traffic was interrupted. Just as the engineering staff was worried about how to repair it, I found an old bridge about 10 meters long parallel to the mountain wall.
Chen Baicheng, deputy director of the Eastern District Maintenance Engineering Branch of the Highway Bureau, was interviewed by a reporter from Central News Agency. This old bridge was built during the Japanese occupation in 1930. Because the bridge deck was narrow, the Highway Bureau built a new Xiaqingshui Bridge on the east side. It was completed and opened to traffic in 1971. After that, the old bridge has been abandoned to this day. After the earthquake, technicians were asked to evaluate it and found that the abutment structure and bearing capacity were very stable and could be used as an early access road.
Engineers laid more than 20 H-steel pieces about 12 meters long on the bridge deck, which can bear the weight of small vehicles. The project was successfully completed and opened to traffic this afternoon. There are already many vehicles waiting for release at Chongde Control Point.
The Cultural Affairs Bureau of Hualien County pointed out that the old Lower Qingshui Bridge currently does not have cultural heritage status. It will proactively ask the Highway Bureau next week. If it is confirmed that it is within the jurisdiction of Hualien, it will inform the Cultural Heritage Law regulations. According to Article 15 of the Cultural Heritage Law, it will be publicly owned for 50 years. The above-mentioned buildings must undergo a cultural asset value assessment before disposal. If there has been any construction work, it is still recommended to correct and complete the cultural asset value assessment and current survey procedures.
The Xiaqingshui Bridge steel bridge will be open to traffic in both directions starting at 6pm today. Only small vehicles with a weight of less than 5 tons will be allowed to pass.
