For the year 2023, the top 10 countries ranking highest in terms of the rule of law are:

The WJP utilizes eight main factors and 44 sub-factors to measure the level of the rule of law in each country. These factors are determined through general population surveys conducted by leading local polling companies, with a representative sample of 10,001 respondents in each country. Qualified respondents, including legal practitioners, experts, and academics, also complete a questionnaire consisting of closed questions known as the Qualified Respondent Questionnaire (QRQ). The QRQ examines various aspects of the law, including civil and commercial law, constitutions, civil liberties, and criminal law. It also explores everyday situations, such as access to the justice system and the independence of judges.

The main factors used in the measurement are:

  1. Limiting government power
  2. No corruption in the public sector
  3. Open and transparent government
  4. Protection of fundamental rights
  5. Maintenance of order and security
  6. Efficiency of the civil justice process
  7. Efficiency of the criminal justice process

When considering the global perspective, the WJP report reveals that 82 countries have experienced a decline in the rule of law, while 58 countries have shown improvements. Notably, this marks the sixth consecutive year where countries experiencing a decline outnumber those with improvements.

In terms of the civil justice process, two out of three countries worldwide have experienced a decline, primarily due to ineffective law enforcement. Additionally, 56% of countries around the world have seen a decline in the criminal justice system.

Overall, the rule of law has continuously declined worldwide from 2016 to 2023. The most significant decline occurred during the peak of the COVID outbreak in 2020, with 78% of countries experiencing a decline in the rule of law.
