The U.K. Parliament has passed a bill that will permanently outlaw sales of tobacco products, including cigarettes, to anyone born on or after Jan. 1, 2009.

The Tobacco and Vapes Bill, which has completed its passage through both houses of Parliament, will make it illegal for retailers to sell tobacco to individuals born on or after 1 January 2009, effectively creating a lifelong ban on purchasing cigarettes and other tobacco products for that cohort.

Under the legislation, anyone whose 18th birthday occurs in 2027 or later will never be able to legally buy tobacco in the United Kingdom, as part of a government effort to establish a “smoke-free generation.”

The bill received final approval from the House of Lords on Tuesday after MPs in the House of Commons had previously agreed to amendments, marking the end of a legislative process that began when the bill was introduced on 5 November 2024.

Ministers say the measure aims to reduce the significant health burden caused by smoking, which leads to 400,000 hospital admissions and 64,000 deaths annually in England alone, and costs the NHS approximately £3 billion each year in treatments for tobacco-related illnesses such as cancer and heart disease.

Wes Streeting, the U.K. Secretary of State for Health and Social Care, described the bill’s passage as a “historic moment for the nation’s health,” stating that it will “save lives, ease pressure on the NHS, and build a healthier Britain.”

Baroness Gillian Merron, a health minister, told the House of Lords that the bill “will be the biggest public health intervention in a generation” and emphasized its potential to break the cycle of addiction and reduce long-term societal costs associated with smoking.

The legislation extends beyond tobacco sales, granting ministers new powers to regulate the flavours, packaging, and display of vapes and nicotine products, and expanding smoke-free laws to prohibit vaping in cars carrying children under 18, in playgrounds, outside schools, and at hospitals.

Vaping will still be permitted outside hospitals to support individuals attempting to quit smoking, and the bill does not apply to private homes or outdoor hospitality venues such as pub gardens, beaches, or private outdoor spaces.

The bill will become law upon receiving royal assent, which is expected to be a formality, with King Charles III having previously expressed approval for the measure.

The policy applies across all four constituent countries of the United Kingdom: England, Scotland, Wales, and Northern Ireland, and is part of a broader public health strategy to prevent young people from ever starting to smoke.
