Hundreds of thousands of inhabitants remaining in the combat zone of the Donbass region, which comprises the provinces of Lugansk and Lugansk, also need to be evacuated. Many residents have refused to move out, but he said, “We still need to move out.”

“If many people leave Donetsk now, we will not give the Russian army time to kill them,” he said, adding that residents would be compensated.
