Kyiv, Ukraine – The Ukrainian military is rapidly integrating artificial intelligence (AI) into its operations as a matter of survival, according to Danylo Tsvok, head of the Defense Artificial Intelligence Center of the Ministry of Defence of Ukraine. The move comes as Ukraine and Russia engage in an escalating arms race focused on increasingly automated military systems.

Tsvok stated that AI is already aiding Ukraine in maintaining control of territory and minimizing risks to its soldiers while facing a larger and better-equipped adversary. “We need to be faster than the enemy in decision-making,” he told the Associated Press. “AI is not only a competitive advantage. It’s about our survival.”

The Defense Artificial Intelligence Center was established last month by the Ukrainian Defense Ministry. Prior to leading the center, Tsvok served as the government’s top civilian AI official. The conflict between Ukraine and Russia is being characterized as an “AI war lab,” with both sides actively developing and deploying AI for military purposes, including aerial drones, ground platforms, and maritime systems.

AI Focus: Maintaining Operations Under Electronic Warfare

A key aspect of this technological competition is the ability to sustain operations despite heavy electronic warfare. Many of the newer systems being developed are designed with autonomous functionality, allowing them to maintain target focus even when subjected to jamming signals. This resilience is crucial in a contested electromagnetic environment.

The increasing reliance on AI in warfare is not without its challenges. While AI increases lethality, human involvement remains critical for logistics and final decision-making on the battlefield. The conflict in Ukraine is also generating a wealth of data that is being used to train these AI systems and shape the future of warfare.

Broader Implications of AI in Modern Warfare

The integration of AI into military operations is a global trend, with Ukraine and Russia at the forefront of developing autonomous systems. According to a report by the U.S. Army War College, drones are now responsible for 70–80% of battlefield casualties. AI-powered targeting systems are also significantly improving accuracy, boosting first-person view drone strike precision from 30–50% to approximately 80%.

U.S. sending more military aid to Ukraine as major new battle with Russia looms

This rapid advancement raises ethical concerns about machines making life-or-death decisions. As Austrian Foreign Minister Alexander Schallenberg warned, the development of AI-driven warfare could lead to an uncontrollable arms race and potentially make mass killing a mechanized process.

The conflict in Ukraine is providing valuable real-world data for the development and refinement of AI-powered military technologies. Nations are racing to integrate AI into their military strategies, recognizing its potential to provide a decisive advantage on the battlefield. The ability to quickly analyze data, make informed decisions, and adapt to changing circumstances is becoming increasingly vital in modern warfare.

While full integration of AI across the battlefield may still be several years away, Ukraine’s experience demonstrates the growing importance of this technology in modern conflict. The country’s efforts to harness the power of AI are not only crucial for its own survival but also offer valuable lessons for the future of warfare.
