The Mysterious Disappearance of Qin Gang

It is said that Qin Gang has vanished, with some impudent comments circulating on the internet suggesting he might be at Qincheng Prison, located on the outskirts of Beijing. Qincheng Prison notoriously housed Bo Xilai, who was overthrown in an attempted coup, and Qiu Xiaohua, the mastermind behind the theft of social insurance funds in Shanghai in 2006. This sudden collapse of a current cabinet minister has sent shockwaves throughout the nation.

On July 25, Qin Gang’s dismissal as Foreign Minister was discussed and passed by the NPC Standing Committee, without disclosing the reasons for his ousting. Speculations abound, ranging from rumors of a sudden illness such as cirrhosis of the liver or a cerebral infarction to undisclosed political motivations.

Regardless of the cause, the impact on the future operations of the Ministry of Foreign Affairs cannot be underestimated. Normal protocol would dictate that Vice Foreign Minister Ma Chao Xu assumes the role of Foreign Minister. However, Politburo member Wang Yi, who holds a higher position, has been appointed to concurrently serve as a ranking Foreign Minister. Some media outlets have characterized this move as a “return”. Nevertheless, this decision places a burden on Wang Yi, as he is now tasked with duties that ought to be handled by his subordinates.

Why was Ma Chao Xu overlooked? Is it due to his perceived incompetence? Or could there be a possibility of his involvement in Qin Gang’s downfall? Is the Ministry of Foreign Affairs in such dire straits that it necessitates Wang Yi to assume the dual role of foreign minister?

Interestingly, it is not just the Ministry of Foreign Affairs that faces internal inconsistencies. Around the same time, similar disturbances have been observed in the Liberation Army Rocket Force.
