According to the Central Disaster and Safety Countermeasures Headquarters (Critical Headquarters), starting from the 10th, you must submit a certificate of vaccination for new coronavirus infection (COVID-19) or a negative gene amplification test (PCR) test issued within 48 hours to enter department stores and hypermarkets. .

The quarantine pass is applied to shopping malls over 3,000 square meters, marts, department stores, and agricultural and fishery product distribution centers. It will be operated as a guidance period until the 16th, but from the 17th, fines for negligence will be imposed for violations of related contents.

Those who have recovered from COVID-19 or those who are not covered by the quarantine pass for medical reasons need a confirmation of release of quarantine or an exception confirmation. Without such confirmation, unvaccinated individuals cannot use large-scale stores alone. Children and adolescents under the age of 18 are exempt from the quarantine pass, and can use large-scale stores regardless of whether they have been vaccinated or not.

However, the quarantine pass only applies to consumers who purchase products at stores and does not apply to employees such as salespeople. This means that even if workers have not completed vaccination, they will not be restricted from entering the store as they are now.

Regarding this, some pointed out, “Is the virus active the moment you choose an item?” Person A, who said that he was a part-timer at a large mart, told an online community, “I was not vaccinated, so I was educated on what to do in the future. I work normally, but it is impossible to purchase (goods) at the mart in the future.” It’s not just shopping.” He then criticized the policy, saying, “The moment you choose and pay, the corona virus seems to be active.”

Meanwhile, in court, the battle over the quarantine pass policy continues. Last month, 1,023 people, including Professor Jo Doo-hyung of Yeungnam University Medical School, filed an application for suspension of execution along with a lawsuit to cancel the application of the quarantine pass. This is because the government can actually force people who have not been vaccinated to receive vaccines that have not undergone clinical trials in a way that restricts their use of social facilities in general, resulting in severe cases and deaths.

At the Seoul Administrative Court, the 4th Administrative Division (Presiding Judge Han Won-kyo) held an interrogation date on the application for suspension of execution on the 9th, and the result is expected to come out in the middle of this month at the earliest.

This is not the first time a lawsuit related to the government’s quarantine pass policy has been filed. On the 4th, the 8th administrative division of the Seoul Administrative Court (Presiding Judge Lee Jong-hwan) partially cited the application for suspension of execution made by the Federation of Private Education and the National Federation of Parents’ Organizations against the Minister of Health and Welfare.

The court accepted the claims of these groups, claiming that “the quarantine pass policy infringes on adolescents’ physical freedom, general freedom of action, learning, and goodwill of the head of the academy by making juvenile vaccination virtually compulsory.”
