As Adversaries Integrate, U.S. Partners Bypass Washington

A shift in global security dynamics is emerging as United States partners begin to bypass Washington to coordinate defense capabilities and strategic cooperation. This trend is most evident in a burgeoning partnership between Ukraine and Gulf Arab states, driven by a shared need to counter sophisticated drone threats that have evolved through a cycle of international refinement.

The catalyst for this shift follows large-scale military operations launched by the United States and Israel against Iran in February 2026. Since those operations, Gulf Arab states have faced daily drone attacks. While these drones are originally Iranian, their current effectiveness is the result of a technical loop involving Russia.

According to analysis from War on the Rocks, Iranian drone designs and production processes were improved and refined by Russia. This refinement occurred through years of battlefield testing against Ukrainian defenses, after which the improved designs were returned from Moscow to Tehran.

Ukrainian Counter-Drone Expertise

Because Ukraine has spent four years learning to counter these specific drone threats, the country has become a primary source of expertise for nations facing similar attacks. This has placed the United States in unfamiliar territory, as it has become one of 11 countries requesting counter-drone assistance from Ukraine to defend against Iranian attacks.

This request for assistance exists despite public contradictions from the American leadership. The U.S. President has asserted we don’t need their help in drone defense, yet the government has still sought Ukrainian support.

Ukrainian President Volodymyr Zelenskyy has confirmed the deployment of Ukrainian drone and electronic warfare specialists to the Middle East to serve as trainers. Briefing reporters on these deployments, Zelenskyy highlighted the operational impact of the partnership.

Did we destroy Iranian Shaheds? Yes, we did. Did we do it in just one country? No, in several. And in my view, this is a success.

The Erosion of the U.S. Security Hub

For decades, the United States functioned as the central hub for partner cooperation. In this traditional model, Washington managed regional cooperation frameworks, provided key military platforms and controlled the sharing of capabilities through U.S. Bureaucratic channels.

The current coordination between Ukraine and Gulf Arab states indicates a departure from this centralized architecture. By engaging directly with Ukraine for specialized defense training and electronic warfare capabilities, U.S. Partners are creating a hybrid architecture that was not consciously designed by Washington.

This development reflects a broader environment where adversaries are integrating their military technologies—such as the Russia-Iran drone pipeline—prompting U.S. Partners to seek more agile, direct ways to enhance their defenses regardless of traditional bureaucratic channels.
