ASEAN and UK Launch Landmark Health Security Partnership to Bolster Regional Resilience

The Association of Southeast Asian nations (ASEAN) and the United kingdom have launched the ASEAN-UK Health Security Partnership (HSP),a significant initiative designed to strengthen health systems,improve access to healthcare,and enhance the region’s capacity to respond to emerging health threats – including those exacerbated by climate change. The programme underscores the UK’s commitment to long-term cooperation with ASEAN and its support for regional health priorities.
Strengthening Pandemic Preparedness and Health Systems Across ASEAN
The HSP is a multi-faceted programme focused on building resilience against health emergencies and improving the overall health infrastructure within ASEAN’s ten member states and timor-Leste. It will achieve this through three core components:
Enhanced Health System Capacity: The programme aims to improve the prevention,detection,and response capabilities for health threats across the region. This includes bolstering health system resilience and ensuring equitable access to care for all communities.
Expert Knowledge exchange: HSP will foster expert partnerships between institutions in ASEAN, the UK, and other global partners, facilitating the exchange of knowledge, best practices, and innovative solutions. This collaborative approach will leverage British and ASEAN expertise to tackle shared health challenges.
* One Health Approach: Working closely with the Quadripartite – the World Health Organisation (WHO), the Food and Agriculture Organisation (FAO), the World Organisation for Animal Health (WOAH), and the UN Environment Programme (UNEP) – the HSP will support the implementation of the ASEAN One Health Joint Plan of Action. This crucial element addresses interconnected health threats, such as antimicrobial resistance, requiring coordinated action across human, animal, environmental, and plant health sectors.
Addressing the Growing Impact of Climate Change on Health
Recognizing the increasing health risks posed by climate change, the HSP will dedicate resources to understanding and mitigating these impacts. This includes addressing emerging diseases linked to environmental changes and building climate-resilient health systems capable of withstanding future shocks. The programme acknowledges that climate change is not just an environmental issue, but a significant public health concern demanding proactive and integrated solutions.
A Collaborative Effort for Global Health Security
“The ASEAN-UK Health Security Partnership Programme is a timely initiative that complements ASEAN’s collective efforts in strengthening pandemic preparedness and building resilient healthcare systems,” stated Dr. Kao Kim Hourn, Secretary-General of ASEAN. “We value the UK’s commitment to meaningful and lasting cooperation with ASEAN.”
UK Ambassador to ASEAN, Sarah Tiffin, echoed this sentiment, emphasizing the lessons learned from the COVID-19 pandemic. “The COVID-19 pandemic showed us that no country is immune to global health threats. Through this programme, the UK is proud to work hand-in-hand with ASEAN to build long-term resilience and ensure a healthier, safer future for communities in the region and around the world.”
Funding Opportunities and Programme Implementation
The HSP will provide grant funding to organizations within the ASEAN region, including ASEAN institutions, to support regional health priorities. Details regarding bidding opportunities for this funding will be announced later in 2024.
The programme will also facilitate structured knowledge exchange, technology transfer, and cross-border collaboration, particularly with organizations in the Global South. Technical support from the Quadripartite will be instrumental in implementing the ASEAN One Health Joint Plan of Action, promoting a holistic approach to health security.
The HSP represents a key milestone under the ASEAN-UK Plan of Action (2022-2026), reinforcing the UK’s role as an ASEAN dialog Partner and its dedication to supporting ASEAN’s health cooperation pillar. Ultimately, the programme aims to reduce the health, social, and economic impacts of health emergencies in ASEAN and contribute to improved regional and global health security.
